EDUCATION
ED1: A secondary school diploma or an acceptable combination of education, training and/or experience.
EXPERIENCE
EX1: Recent and significant* experience in executing contracting for the procurement of goods, services or construction.
EX2: Recent and significant* experience working with and providing recommendations on statements of work, evaluation criteria, and requests for proposals or resulting contracts.
EX3: Recent and significant* experience in providing advice and assistance to clients on the processes, practices or issues related to contracting.
EX4: Recent and significant* experience in working with contractual agreements requiring an understanding of international and national trade agreements.
EX5: Experience in operating an integrated financial application, including a procurement module e.g. Oracle, SAP etc.
*Recent and significant experience is defined as the depth and breadth of your engagement in the performance of these duties for a period normally associated with two (2) year of experience within the last five (5) years.
ASSET QUALIFICATIONS
EDUCATION
AED1: Degree or diploma from a recognized post-secondary institution/program.
OCCUPATIONAL CERTIFICATION
OC1: Accreditation/Certification of a procurement-related program (please include the title of the certification in your CV). Examples of such Accreditations/Certifications include:
- Procurement, Materiel Management and Real Property (PMMRP) Communities/Certification Program
- Canadian Supply Chain Professional (CSCP)
- Supply Chain Management Professional (SCMP)
- Strategic Supply Chain Management Leadership Program (SSCMLP)
- Procurement and Contract Management Program (PCMP)
- Certified Professional in Supply Management (CPSM)
- Etc.
EXPERIENCE
AEX1: Experience in the supervision of employees.
AEX2: Experience in using PSPC professional services tools such as THS, ProServices, etc.
AEX3: Experience in using a tendering management application/system such as GETS, TMA, MERX, etc.
AEX4: Experience in working with the Government of Canada’s contracting policies, regulations and procedures.
AEX5: Experience in awarding complex* contracts.
* Complex is defined as having experience in at least two (2) of the following elements:
1. Involving multi-million dollar projects;
2. Involving consultations with multiple stakeholders groups;
3. Involving multiple trade agreements;
4. Involving high profile or high risk projects (e.g. scope, security, emergency, departmental priorities, etc.);
5. Involving the negotiation of price or non-standard terms and conditions; and
6. Involving the resolution of bid evaluation issues.
