Duties

1. Advise Indian Oil and Gas Canada (IOGC) executive team, managers, staff and external stakeholders on compliance and enforcement matters, including regulatory issues related to insolvencies.
2. Assess organization wide regulatory non-compliance matters and undertake enforcement actions by balancing both the practical aspects of enforcement and severity of impact.
3. Prioritize and undertake enforcement actions in a timely and consistent manner such that if evidence is required during the enforcement process, the natural justice principles are ensured and documentation is defendable. Escalate unresolved noncompliance matters to department of Justice for litigation and follow through until completion.
4. Utilize compliance verification and outreach activities to evaluate the adequacy and effectiveness of the overall enforcement program and provide continuous improvement recommendations to management.
5. Monitor and take timely actions on insolvency matters and collaborate with the Department of Justice on legal matters.
6. Represent IOGC at multi stakeholder committees. Advise on improvement of IOGC practices based on learnings from similar agencies/ organizations and/or government departments with shared interests; AER, SK ECON etc. by actively engaging with internal and external stakeholders. .
7. Lead the implementation of a compliance monitoring and reporting program. Establish key performance indicators, metrics for compliance management and assess compliance risk for the organization as a whole.
8. Provide training, coaching and guidance to Compliance and Enforcement staff, and contractors, as required. Act as a key contact for the C & E Manager with other initiates and special projects. Undertake acting Manager responsibilities as necessary.

Work environment

IOGC is an organization committed to managing and regulating oil and gas resources on First Nation reserve lands. It is a non-unionized special operating agency within Indigenous Services Canada. IOGC is responsible for the administration of oil and gas resources on First Nation reserve lands across Canada, primarily south of the 60th parallel. Most of IOGC's work is in Western Canada in the area of the Western Canada Sedimentary Basin.

EDUCATION:
1. Graduation with a degree from a recognized university in a field related to the duties of the position (ex. Law, Public Administration, Petroleum Engineering, Geology, Environment, Land Management, and Law Enforcement)

Degree equivalency

EXPERIENCE:
1. Experience with oil and gas operations from either a regulator or operator perspective.

2. Experience in industry regulatory policy and law, including the application of enforcement measures, dealing with appeals and hearings.

3. Experience in interpreting and applying relevant legal regimes.
