ESDC’s Real Property and Asset Management team works in a fast-paced environment, delivering approximately $200M of Real Property services each year across the country. Our services support important programs and services that are essential to Canadians, such as Employment Insurance, Canada Pension Plan, Canada Pension Plan Disability, Old Age Security, and Passport services.
ESDC’s team is a dedicated professional group of real property and asset specialists, which strongly believes in service excellence while ensuring sound stewardship of public funds through a process than enhances access and fairness.
Given the importance of programs and services, ESDC manages and the real property and asset team supports, candidates for these positions will need to demonstrate they understand and can achieve a balance between service excellence and sound stewardship.
The Real Property Project Manager is responsible for the strategic and business planning for real property management; and the organization and management of major projects in areas related to construction and accommodations for all ESDC divisions. The Property Manager also provides expert advice, guidance and recommendations to regional and national executives regarding the optimum use of premises and related resources.
The Analyst contributes to effective, consistent program and service delivery; and develops business processes, practices, analysis and tools that translate program and service frameworks into deliverables to a business stream in support of service excellence. The Analyst provides direction to cross-functional project teams in line with strategic goals.
The intent of this appointment process is to establish a fully or partially assessed pool of qualified candidates. The immediate use of the pool will be to staff some positions. However, the results of this process may be used to staff similar or identical positions for future vacancies of various tenures at Employment & Social Development Canada.

A degree or diploma from a recognized post-secondary institution or employer-approved alternatives.

-An acceptable combination of education, training and/or experience.
Experience:
*Experience leading cross-discipline project teams.
*Experience collaborating with multiple stakeholders on a project.
*Experience providing advice and guidance to managers and other clients on real property matters.
*Experience working within a team to ensure timely delivery of real property projects.
*Experience in managing financial resources in a Real Property project.
*Experience: is defined as being one in which the person’s primary responsibilities include these duties and refers to the breadth and depth as well as complexity of tasks that could be expected to have been obtained by carrying out the functions, for approximately 12 months.

Education:
Real Property Project Manager:
Ed 1. Project Management Certification such as PMP, PRINCE2, or other related certification.
Ed 2. Graduation with a degree, diploma or certificate from a recognized post-secondary institution in a study related to Real Property (i.e. architecture, interior design, property management, etc.)
Ed 3. Accreditation from an industry recognized Real Property Institute or association (e.g. BOMA, CoreNet, IFMA, RPIC)
Analyst, Business Analysis:
Ed 1. Project Management Certification such as PMP, PRINCE2, or other related certification.
Experience:
Real Property and Project Manager:
Ex 1. Experience in using Auto Cad.
Ex 2. Experience* applying management and planning techniques and methods to large-scale Real Property projects.
Ex 3. Experience* using Project Management Software such as Microsoft Project
Analyst, Business Analysis:
Ex 1. Experience in using Auto Cad.
Ex 2 Experience in providing advice and support to clients on financial and non-financial system processes.
Ex 3 Experience in providing communications advice to management and clients, in a government department/agency, or a private sector or nongovernmental organization
Ex 4 Experience in Excel Advanced, such as using pivot tables
