The Extractive Sector Transparency Measures Act (ESTMA) is part of an international anti-corruption initiative that requires certain oil, gas and mining companies to annually publish reports containing payments they make to governments around the world. The data generated by ESTMA reports is intended to help deter corruption in the extractive sector by enabling communities to hold their governments to account for the revenues generated by natural resources.

The ESTMA Program is seeking candidates for positions within its compliance unit to assist with conducting research and analysis of extractive companies to help ensure that they comply with their legislative requirements. This may include participating in desk and site audits, as well as other compliance monitoring and enforcement activities.

Intent of the process

Anticipatory staffing. A pool of fully or partially qualified candidates will be established through this process to staff critical positions within Natural Resources Canada’s Extractive Sector Transparency Measures Act Program.

Education

All Streams
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in economics, sociology or statistics.

Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE

Stream 1 – EC-04 Positions
E1 – Experience in the research, collection and manipulation of financial statistical information.
E2 – Experience in dealing directly with client groups in the private industry.
E3 – Experience in identifying, explaining and resolving problems related to data and data discrepancies.
E4 – Experience in participating in the preparation of reports, presentation decks and/or briefing notes.

Stream 2 – EC-05 Positions
E1 – Significant and recent experience in identifying, explaining and resolving problems related to data and data discrepancies.
E2 – Significant and recent experience in conducting qualitative and quantitative research and developing reports related to private sector financial data
E3 – Significant and recent experience in preparing presentations, or briefings for management and/or private sector stakeholders
E4 –Experience in interpreting or applying legislation or regulations.

Significant** is defined as the depth, breadth and complexity of experience normally acquired performing duties in a similar role for a period of at least three years.

Recent** experience is defined as within the last five (5) years.

Operational Requirements:
• Willingness and ability to travel, potentially on a regular basis.
