Duties

The Financial Consumer Agency of Canada (FCAC) protects Canadian financial consumers. FCAC supervises Federally Regulated Financial Entities (FRFEs), ensuring that they comply with consumer protection measures set out in legislation, and promotes financial education, strengthening the financial knowledge, skills and confidence of Canadians and raising awareness of consumer rights and responsibilities.

To deliver on this mandate, FCAC draws on the skills and experience of a broad array of professionals, working at different levels and with different expertise.

FCAC supervises FRFEs through three interconnected pillars of activity: promotion, monitoring and enforcement. Working as an Officer within one of the 3 pillars of the Supervision and Enforcement Branch, you may be called upon to:
• communicate to FRFEs their obligations and FCAC’s expectations of them;
• conduct examinations of FRFEs compliance with consumer protection provisions;
• monitor and support FRFEs compliance activities;
• investigate potential breaches of market conduct obligations;
• conduct research initiatives, including industry reviews, and provide policy advice to management;
• work with other regulators, FRFEs, and other stakeholders to promote awareness of consumers’ financial rights and responsibilities.

Work environment

Located in downtown Ottawa, with an office in Toronto, and fully equipped to work virtually, FCAC is a separate agency subject to the Public Service Employment Act (PSEA). We offer the same pension and benefits plans as the core public administration. Intent of the process

The intent of this process is to staff 4 positions in Ottawa and 2 positions in Toronto.

This selection process may be used to establish a pool of qualified candidates, which could be used to staff similar or identical positions with various linguistic profiles and requirements, various locations, security profiles and various tenures.

Preference may be given to applicants who are members of one or more of the following groups: women, Aboriginal peoples, persons with disabilities and members of a visible minority group.

Volume management strategies may be used at any time during this selection process.

Education:
• Degree from a recognized university in commerce, business administration, law, economics, accounting, or social sciences or an acceptable combination* of education and relevant experience.

*An acceptable combination is defined as a postsecondary education and at least three (3) years of relevant work experience to the position being staffed.

Degree equivalency

Experience:
E1. Experience researching, and synthesizing information from various sources.

E2. Experience liaising with a variety of stakeholders (e.g. other government departments/agencies, non-governmental organizations, private sector entities etc.).

E3. Experience preparing written documents, (such as briefing notes, executive summaries, correspondence, presentations or reports) for management or external stakeholders.

E4. Experience in providing advice and recommendations to management.

Asset Qualifications:
AE1. Professional designation in a related field (e.g. Certified Financial Analyst).

AE2. Experience in risk assessment, compliance evaluation and/or with corporate governance.

AE3. Experience interpreting or applying legislation and/or regulations (in a legislative context).

AE4. Experience in data analytics (i.e. creating, managing and maintaining large and/or complex data sets to analyze and manipulate data).

AE5. Experience working on matters related to financial services and/or payments industry.

AE6. Experience working for a regulatory organization in a field related to the position.

AE7. Experience in conducting investigations, audits or evaluations in an industry-related field (i.e. banking, health, safety).
