The intent of this process is to staff one (1) indeterminate bilingual position in Moncton, NB. (Regional Manager, Harbour Development) and one (1) indeterminate bilingual position in Tracadie-Sheila (Manager, Client Services). A pool of qualified candidates will also be created and may be used to staff future vacancies on an indeterminate and/or temporary basis in the Small Craft Harbours program in the Gulf and Maritimes Regions. This pool may also be used to staff other similar positions in the Gulf and Maritime Regions.

EDUCATION
Graduation with a degree from a recognized post-secondary institution in a field relevant to the position or an acceptable equivalent of studies, training and experience related to the position.
EXPERIENCE
• Experience in developing and implementing plans and priorities.
• Experience providing strategic and operational leadership, insight, analysis and advice to Senior Management* and stakeholder representatives.
• Experience in analyzing and reporting on matters that deal with complex issues, making recommendations, preparing reports and official correspondence for Senior Management*.
• Experience in the establishment and management of partnerships with various stakeholders such as: volunteer groups, municipal associations, provincial groups and/or First Nations
• Experience representing Senior Management* in meetings and negotiations with stakeholders
• Experience in the management of human and financial resources.
* Senior management is defined as Director or above.
EXPERIENCE (ASSETS)
• Experience in infrastructure planning and the development and implementation of project works including contract management
• Experience in the management of a service oriented or asset based program.

KNOWLEDGE
• Knowledge of the Small Craft Harbour mandate and its objective, its legislative and regulatory framework, relevant policies and programs including: Harbour Authority, rationalization and divestiture, and the broad spectrum of its clients and stakeholders
• Knowledge of the socio-economic and environmental factors related to coastal communities and their influence on the development of marine infrastructure.

• Be willing and able to work overtime to meet operational requirements.
