Duties

Public Services and Procurement Canada (PSPC) manages one of the largest and most diverse portfolios of real estate in the country and is the Government of Canada’s real property expert. Our Pacific Region extends from the Canada/U.S. border to the Arctic, including British Columbia and the Yukon Territory. Our real property professionals include office accommodation specialists, architects, engineers, technologists, real estate experts and asset and facility managers. Our work in delivering services is equally diverse—it includes construction and repairs to federal correctional facilities, research laboratories, border crossings, parks facilities, transportation facilities as well as office fit-up in owned and leased facilities. Providing site inspections, investigations, evaluations and attending site meetings at federal government project sites is often required as part of our work.

As a Discipline Engineer (Civil), you will be challenged with:

Managing all aspects of project development and delivery by supervising the work of teams in the planning, design, construction, commissioning, and evaluation of assigned civil engineering projects of all levels of complexity. Acting as a lead for projects characterized by a medium to large complexity and value to satisfy time, cost, and scope and quality requirements consistent with departmental commitments to the client. Monitoring the review and acceptance of service provider and construction work for assigned projects.

Intent of the process

Two positions are currently available at the Vancouver office. A qualified pool of candidates resulting from this staffing process will be established and may be used, by PSPC, to fill similar positions with various tenures (permanent or temporary) depending on the position being staffed. Should the selected candidate already be a public servant, the pool could also be used for acting appointments. Once established, the qualified pool will be valid for twelve months with the possibility of being extended.

Education:
Graduation with a degree from a recognized post-secondary institution in civil engineering, or some other engineering specialty relevant to the duties of the position.

Degree equivalency

Occupational Certification:
Registration as a Professional Engineer in Canada.

Experience:
*Recent experience in providing full engineering services such as planning, preparing drawings, specifications, reports, condition assessments and tender documents for civil engineering projects.
*Recent experience in leading, coordinating and reviewing works prepared by other professionals for quality assurance, compliance with standards, meeting project cost, adherence to schedule and confirmation of scope.
*Recent experience is defined as at least 6 years of experience within the last 10 years immediately prior to the submission of an application for this job including at least 2.5 years of experience accumulated after obtaining Professional Engineer license in a Canadian jurisdiction.
Experience in performing technical reviews and technical advice to stakeholders.
Experience using computer applications such as spreadsheets and data management applications.

Additional education or certification related to geotechnical, structural, hydraulic/water resources, and/or transportation engineering.

Degree equivalency

Experience using computer-aided design and drafting (CADD) software, such as AutoCAD Civil 3D.
Experience in construction contract administration.
Experience in highway and transportation engineering
Experience in geotechnical engineering, site investigations, design, studies/assessments, and soil condition analysis.
Experience in structural engineering, design and studies/assessments
Experience in the design and/or restoration of heritage buildings
Experience in structural and/or geotechnical issues related to seismic loading.

Willingness and ability to work in and around construction sites including federal correctional institutions.
Willingness and ability to wear protective equipment.
Willingness and ability, in the future, to undergo and maintain additional security clearance such as; secret and secret enhance, in order to meet government and clients’ needs.
