This process has been designed to have two (2) different job streams in one advertisement. There are merit criteria specific to each stream; please review them carefully.
Stream 1 – Program Officer (PM-03) Salary Range - $61,558 to $66,324
Stream 2 – Program Advisor (PM-04) Salary Range - $67,241 to $72,660
Two pools will be created as a result of this process; the results achieved in the process will determine if the candidate is placed in the PM-03 pool only or both the PM-03 and PM-04 pools. Candidates may be offered positions of various tenures (permanent and temporary appointments), and will be required to meet conditions of employment depending on the position being staffed. As a result of the potential and possible use of this selection process, and subsequent pools which may be accessed by a variety of hiring managers, we encourage all interested persons seeking this type of opportunity to apply.

• A secondary school (high school) diploma or one of the employer-approved alternatives* (see Note)
*Note:
The employer-approved alternatives to a secondary school diploma are:
• A satisfactory score on the Public Service Commission test approved as an alternative to a secondary school diploma; or
• An acceptable combination of education, training and/or experience.
► About The Experience Criteria:
The results of this process may be used by various hiring managers within different branches and sectors of Fisheries and Oceans Canada offices located in Atlantic Canada. Depending on the position being staffed, any of the qualifications below may be deemed as an essential ("must have") or asset qualification ("nice to have"). Please note that this doesn't mean that you MUST possess all qualifications, but these criteria may be a deciding factor in choosing the persons to be assessed further, or offered a position.
► Essential Experience required for all PM-03 AND PM-04 positions:
• Experience providing recommendations on policy, program or client-service related issues.
• Experience in researching and analyzing information from various sources in order to make decisions or recommendations.
► Additional Essential Experience required for all PM-04 positions:
• Experience developing and maintaining relationships with clients, partners and stakeholders***in order to achieve results.
***Clients, partners and stakeholders may include, but are not limited to: Members of Parliament, Ministers, other federal Departments and Agencies, Indigenous Groups, private sector, NGOs, Provincial/Territorial/Municipal governments, foreign governments or international organizations.

► Essential Experience which MAY be required for PM-03 positions - depending on the position being staffed:
• Experience in the interpretation of policies, Acts, procedures or regulations.
• Experience working with, or in the delivery of, a Grants and Contributions program.
• Experience developing, writing and editing a minimum of two (2) or more types of documents such as: guidelines, directives, standard operating procedures, event programs, briefing materials, letters, memorandum, training materials, templates, presentations or reports.
• Experience developing and maintaining collaborative working relationships with internal or external stakeholders or partners.
• Experience dealing with external clients.
► Essential Experience which MAY be required for PM-04 positions - depending on the position being staffed:
• Experience participating in, or leading, consultations with Indigenous groups.
• Experience in engaging stakeholders, Indigenous groups or representatives of federal, provincial, territorial or municipal governments.
• Experience in interpreting and applying policies, Acts, procedures and regulations.
• Experience in supervision.
• Experience in managing or delivery of programs or projects.
• Experience in identifying and analyzing problems and providing recommendations to management on operational issues related to Government program, policy or service delivery.
• Experience drafting or editing a variety of information products intended to support the delivery of programs or services to clients.
• Experience in managing Grants and Contributions (G&C) related projects.
• Experience in drafting legal documents or policies.
• Experience in the acquisition, procurement, and inventory of services or goods in the Public Service.
• Experience in asset management and life cycle management.
► EDUCATION:
• A diploma from a recognized post-secondary institution in a field related to the position.
• Bachelor’s degree or higher studies from a recognized post-secondary institution in a field related to the position.

► Step 1: Application
When applying to this selection process, you will be asked if you have any of the experience listed above and must answer a screening questions demonstrating how you meet the qualifications . For some of the qualifications only a “Yes” or “No” response is required at this time.
► Step 2: Job Matching
As positions become available, the hiring manager will establish the experience requirements a candidate would require for the particular role being staffed.
Upon identifying the requirements of the position, Human Resources will review your responses to the experience questions. Should you indicate you have the experience factors the hiring manager is looking for, Human Resources will contact you to:
1. Confirm you are available and interested in the position
2. Ask you to elaborate on how you meet the experience required (for the “Yes” or “No” questions in the application) .
This communication will be sent to you using the GC Jobs communication platform and/or as well to your e-mail. Please ensure that you check your e-mail and GC Jobs account frequently as there is often a deadline for your response. Please note that we will have to consider that you are no longer interested in participating in the selection process and that you have withdrawn your candidacy should you not provide us with an up-to-date email address or respond to our communication.
► Step 3: Online Interview
You will be asked to complete a video interview using an online platform which will be recorded and made available to the hiring manager. The online interview is designed to assess your verbal communication skills and assess you against the Competencies required for PM-03 and PM-04 positions.
Please note: You may be asked to complete an online interview before you’ve been matched to a position.
► Step 4: Additional Assessment
Depending on the position being staffed, the hiring manager may establish additional criteria that are essential qualifications which candidates must meet. These criteria may include additional abilities and/or knowledge factors for their vacancy. Therefore, in addition to reference checks, a knowledge test or additional interview may be required.
► Step 5: Appointment
If the hiring manager has determined that you meet the requirements for the position, you will receive an official notification from Human Resources. Should you be selected for the position, the hiring manager will contact you directly. You will be required to meet any conditions of employment for the position, such as a valid security clearance which will be reflected in your employment letter of offer.
