The Vice President, Services and Business Development Sector, holds a highly visible leadership position delivering high profile recruitment and talent assessment programs, services, and systems across the country. In this role, you will lead a highly motivated and diverse team of professionals, located in Gatineau, Montreal, Toronto, Halifax and Vancouver, to meet and exceed ambitious objectives in shaping the future of the Public Service of Canada. We will also count on you to advance the delivery of digital recruitment and talent assessment services, adapted to the emerging needs of all users, internal and external to the government, and build national business intelligence to innovate and transform programs, systems and services delivery, to meet the recruitment needs of the federal public service of today and tomorrow.

At the heart of the Public Service of Canada, the Public Service Commission is an independent agency with approximately 850 employees committed to promoting and maintaining a non-partisan, merit-based and representative Public Service that serves all Canadians.
The Services and Business Development Sector is responsible for supporting departments and agencies in the hiring of qualified individuals, delivering recruitment programs, student employment programs, talent assessment services, including second language evaluation. Through promotion and outreach across the country, and the use of modern, online technology, we help Canadians access public service jobs. Collaborating with departments and agencies, this sector creates and implements innovative staffing and assessment approaches to meet the strategic recruitment priorities of the Government of Canada and the renewal of a diverse and inclusive public service.
To attract and hire a dynamic, collaborative and strategic senior executive with a proven track record of achieving results and fostering a positive culture of respect, innovation and continuous improvement to fill the position of Vice President, Services and Business Development Sector (EX-04), of the Public Service Commission.
CURRENT NEEDS: Although the immediate intent of this selection process is to fill one (1) indeterminate position, applicants should be aware that this process may also be used to establish a pool of qualified candidates to staff similar positions within the Public Service Commission of Canada or in other government departments.

Education:
Graduation with a degree from a recognized post-secondary institution.
Experience:
E1) Significant experience in providing organizational leadership and setting direction.
E2) Significant experience in providing strategic advice.
E3) Significant experience in building and maintaining strategic partnerships with a variety stakeholders.
E4) Extensive experience in leading multifunctional groups of employees and managing a multimillion dollar budget.
E5) Experience in leading large-scale transformation initiatives.
Asset Qualifications (the following could be evaluated):
AE1) Experience at the executive level in leading HR programs and services.
AK1) Knowledge of the priorities of the federal government related to Human Resources.
