Duties

Provide strategic advice and recommendations to regional management on approaches, activities, communications tools and ways of measuring value and relevance in terms of departmental programs and initiatives or in a crisis situation.

Coordinate the development and implementation of communication strategies to manage issues or promote the Department's services, policies and activities to the clients it serves.

Anticipate issues that may attract media interest and establish appropriate media strategies.

Manage the production of communications tools (press releases, fact sheets, booth, flyers, columns, press lines, questions and answers, Web content and social media, etc.) and the coordination and organization of external (in-depth reporting, proactive media relations, media placements, etc.) and public (press conferences, outreach, etc.) activities.

Acts as the official spokesperson for the Department and supports departmental spokespersons.

Negotiates partnership agreements to maximize the impact of collaborations.

Located in Mont-Joli, Quebec, on the shores of the St.Lawrence Estuary, the Maurice Lamontagne Institute (MLI) is part of a network of Fisheries and Oceans Canada (DFO) research centres. Inaugurated in 1987, it is one of the world’s major francophone marine sciences centres.It employs some 300 people in two large sectors: ocean science and aquatic ecosystems management.The mission of multidisciplinary teams is to provide the federal government with a thorough scientific basis for the conservation and sustainable management of marine resources and aquatic ecosystems, marine environment protection and safe navigation.The main activity area covers the Estuary and Gulf of St.Lawrence, the Saguenay Fjord, Hudson Bay and Hudson Strait; some activities, aimed at the protection of fisheries and aquatic species at risk, cover Quebec’s

Intent of the process

The immediate need is to fill an indeterminate IS-04 position at the Communications Branch in Mont-Joli.

A pool of qualified candidates will be established and could be used to fill similar temporary and permanent positions within Fisheries and Oceans Canada in the Quebec Region.

Education

• A university degree from a recognized post-secondary institution. At the manager's discretion, an acceptable combination of education, training and/or experience may serve as an alternative to the minimum educational standard.

Experience

• Experience in planning communications and related materials (press releases, press lines, Q&A, fact sheets, social media and web content) *on large and complex strategic issues.

*Large and complex strategic issues : Including several parties or partners, as well as multiple elements to consider and which require analysis.

• Experience in providing strategic communications advice to senior management.

• Experience in dealing directly with the news media and providing support to departmental spokespersons in their dealings with the media.

• Experience in organizing media events (press conferences, ministerial announcements, etc.).
