Duties

The Environmental Officer coordinates environmental assessment projects (Phases I, II or III), rehabilitation and risk management studies in collaboration with Public Services and Procurement Canada (PSPC) and consulting firms. His/her role is to establish the mandates’ objectives, to monitor projects and to revise deliverables at the end of mandates. In addition, he/she occasionally provides advice and advice on the management of contaminated sites to colleagues in other divisions/directions as part of their civil works construction/repair projects.
The environmental officer contributes to the internal management of the contaminated site program to identify priority sites.

The Fisheries and Oceans Canada building is located at 104 Dalhousie Street, in the heart of Quebec City's Old Port, on the st. Lawrence River. The building is close to restaurants, parks and walking and running trails, etc. Employees have access to amenities such as showers, changing rooms and a secure bike room, allowing them to get to work using the City of Quebec's bike path system.

Managing DFO's contaminated sites offers several challenges! The 15-year Federal Contaminated Sites Action Plan (FCSAP) was recently renewed for another 15 years, confirming its importance to the federal government. The Federal Contaminated Sites Action Plan (FCSAP) addresses contaminated sites in Canada. FCSAP’s approach is to assess the risks to human health and the environment of each site and to allocate the resources within federal custodians to deal with the highest priority contaminated sites. The 2019 budget announced $1.16 billion for the next phase (2020-2024). The FCSAP's goal is to close 95% of contaminated sites by the end of the action plan (2034), a challenge for DFO, which still has more than 2500 contaminated sites open. We need your skills to achieve this goal!

Intent of the process

We would like to staff one (1) position for a temporary period of one (1) year with the possibility of extension, in the contaminated sites management team of Fisheries and Oceans Canada in the near future.

The intent of this posting is to create and maintain a pool of qualified candidates. This pool may be used to staff similar positions, temporary and permanent within Fisheries and Oceans Canada in the Quebec City metropolitan area.

STUDIES:

- Degree* from a recognized post-secondary institution with acceptable specialization in physics, geology, chemistry or other science related to the position.

Degree equivalency

EXPERIENCES :

- Recent and significant* experience in contaminated sites** management, including the performance and analysis of characterization, rehabilitation or risk management work.

- Recent and significant* experience in analyzing and interpreting environmental scientific data and writing technical reports or documents.

- Recent and significant* experience in the management of environmental projects and / or the execution of environmental programs.

* By recent and significant experience, we mean a minimum of 3 years of experience acquired during the last 5 years.

**A contaminated site is defined as a site at which substances occur at concentrations: (1) above background levels and pose or are likely to pose an immediate or long-term hazard to human health or the environment, or (2) exceeding levels specified in policies and regulations.

Conditions of employment

Reliability Status security clearance

- Ability and willingness to travel frequently to remote areas in small aircraft, vehicles or watercraft, sometimes under difficult weather and road conditions.
- AA valid class 5 driver's licence or be able to travel in the same capacity as a person who possesses one issued by the Government of Québec.
- Ability and willingness to work overtime as required.
