Work environment

You will be part of a highly skilled multi-disciplinary team with a mandate to identify, analyze, investigate and disrupt criminal activity. Your significant operational role will enhance Canada's cyber security and safeguard its citizens and vital systems. You will create actionable intelligence products on emerging cyber threat events, situations, and actors in support of police investigations.

Intent of the process

Immediate vacancies exist in the following locations:

• Calgary, Alberta

• Edmonton, Alberta

The intent is to staff one (1) permanent full time position in Calgary, Alberta and one (1) permanent full time position in Edmonton, Alberta.

In the event of a temporary vacancy, the following staffing actions may be used and /or considered: acting appointment, term appointment, assignment or secondment.

A combined pool of qualified candidates may be established inclusive of Public Service (PS) employees and Civilian Members (CM) for Intelligence Analyst positions with various tenures and locations in Alberta.

Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM. Information regarding the CM appointment will be sent to all applicable candidates who are within the area of selection and participated in the advertised process.

EDUCATION
Required for both Streams (Stream 2: EC-04, Stream 3: EC-05)

Graduation with a degree from a recognized post-secondary institution with acceptable specialization* in economics, sociology or statistics.

* Candidates must always have a degree. The courses for the specialization do not necessarily have to be part of a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and experience.

Degree equivalency

EXPERIENCE
Required for Stream 2 (Stream 2: EC-04)

E1. Significant* experience conducting research, analyzing, and writing reports to provide guidance or recommendations to decision makers.

E2. Experience in developing or applying analytical techniques or qualitative/quantitative methodology to advance a project.

E3. Significant* experience in producing and presenting material (in at least two of the following: reports, presentations, project findings, and briefings) to decision-makers.

E4. Significant* experience establishing and maintaining working relationships with internal or external partners/stakeholders.

* “Significant” is defined as the depth and breadth of experience that would normally have been gained performing the duties for a period of two (2) years.

Required for Stream 3 (Stream 3: EC-05)

E5. Significant** and recent*** experience in intelligence analysis (in at least one of the following: crime, tactical, operational, strategic) including researching, collecting, evaluating and analyzing information to provide recommendations for decision makers.

E6. Significant** and recent*** experience in developing or applying analytical techniques or qualitative/quantitative methodology to advance a file or project (defined as tactical/investigative, operational or strategic intelligence).

E7. Recent*** experience in preparing and presenting briefing material for decision-makers to advance a file or project (defined as tactical/investigative, operational or strategic intelligence).

E8. Significant** experience establishing and maintaining partnerships**** with at least two of the following: domestic or international law enforcement or intelligence agencies; government agency/departments; academic communities; private sector.

** “Significant” is defined as the depth and breadth of experience that would normally have been gained performing the duties for a minimum period of three (3) years.
*** “Recent” is defined as experience gained within the last five (5) years.
**** “Partnerships” refer to outside of the applicant’s existing agency or department.

AE1. Experience working in cybercrime, where cyber (the internet and information technologies such as computers, tablets, personal digital assistants or mobile devices) has a substantial role in the commission of a criminal offence.

AE2. Experience developing plans that use effective tools and methodologies to research and collect open source information (OSINT).

AE3. Experience exploiting deep web to gather information, threat methods and actors, to enhance understanding and analytical products.

AE4. Experience interpreting technical documents.

AE5. Experience with analytical tools, databases and/or mapping software (e.g. i2, iBase, Access, ArcGIS).

AEX6: Experience using open source/social media tools beyond personal use.

Successful candidates will require a valid Top Secret RCMP security clearance prior to appointment and throughout the tenure of their employment. The process to obtain RCMP security clearance involves a security interview and a field investigation which includes reference checks, verification of credit, education, previous employment, alcohol and/or drug abuse. As such, the process may take several weeks to complete.

Preference will be given to veterans and to Canadian citizens, in that order, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
