Education
Graduation with a degree from a recognized post-secondary institution in a field related to the duties of the position.
Experience
EXP1 : Significant* experience in providing strategic policy or program advice to senior management** on complex topics.
EXP2 : Significant* experience in leading complex initiatives in the field of telecommunications, information technology, broadband or digital inclusion.
EXP3 : Significant* experience in managing relationships with a variety of partners and stakeholders including governmental or private sector organizations.
EXP4 : Experience in managing human*** and financial**** resources.
EXP5 : Significant* experience in a minimum of one of the following areas:
A) Regulatory standards or technical operations, in areas including:
- Radiocommunications or telecommunications including telecommunications
security
- Space services
B) Spectrum planning and engineering, including areas such as:
- Space-based communications services
- Mobile services
- Terrestrial services
- Frequency coordination
C) Leading research or development programs or research or development projects in the fields of telecommunications, information technology, data science or artificial intelligence.
D) Leading development of transfer payment (i.e. grants and contributions) programs and directing the development and implementation of program initiatives.
* Significant experience is defined as having the depth and breadth of experience that would normally be acquired over a period of at least three (3) years.
** Senior management: Vice-President or Director General level or above.
*** Human resources management: Applicants must clearly demonstrate that they have experience in supervising staff, assigning work and providing input to performance assessments. This experience would normally be acquired over a period of at least two consecutive (2) years. Applicants must indicate the number of staff they supervised.
**** Financial management: applicants must show evidence of developing and managing a budget for at least two (2) consecutive years. Applicants must indicate the size of the budget they managed.

Education

Experiences
AE1 : Experience in leading and participating in policy discussions with senior officials in other government departments, other levels of government and/or international organizations.
AE2 : Experience leading telecommunications or spectrum policy or regulatory initiatives.
AE3 : Experience in representing Canada in negotiations including chairing committees or working groups.
AE4 : Experience managing organisational change.
AE5 : Experience managing capital equipment acquisition and deployment.
AE6 : Experience leveraging Cloud Computing capabilities to deliver engineering solutions.
AE7 : Experience in a research or development environment in the private sector.
AE8 : Experience leading a team operating in a client service/program delivery environment.
