Intent of the process

The purpose of this process is to staff one (1) position on a full-time basis in Yellowknife, NT.

It may also be used to staff similar positions with various tenures (deployment, assignment, secondment, acting, term or Indeterminate) within Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) in Yellowknife with various security requirements (reliability or secret).

By default, and in the interest of the greater public service, pools created as a result of staffing processes at CIRNAC will be shared with other government departments.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

The following criteria will be assessed using your resume and the screening questions we ask you to complete online. To ensure that you are selected, you must demonstrate when, where and how you acquired each of the qualifications by giving concrete examples.

Here is what you must have to be selected:

• A degree from a recognized post-secondary institution or an acceptable combination of education, training and/or experience.

(Acceptable combination must include a minimum of 2 years of post-secondary education and 5 years of relevant work experience.)

Degree equivalency

• Significant* experience in developing recommendations and providing strategic policy advice to Executives**.
• Significant* experience leading teams in the implementation of complex projects (such as economic development initiatives, community engagements, legislative and regulatory procedures etc.).
• Experience providing corporate support to an Executive** position (such as developing organizational workplans, management agendas and/or financial/staffing priorities).
• Experience facilitating effective working relationships with management teams to meet organizational goals.

*Significant is defined as a period of no less than 2 years within the last 5 years, which has depth and breadth normally associated with the full-time performance of related duties.
**Director or equivalent or above.

The following criteria will be assessed using your resume and online screening questions. However, they are assets, so you do not need to meet them to be selected, but preference could be given to those who have them.

Here are the assets we are looking for:

• Experience supporting land claim or self-government agreements negotiations.
• Experience engaging with Indigenous groups.
• Experience working with a variety of external clients and stakeholders (including other governments and third party interests).
• Experience planning events for government dignitaries.

The following criteria are essential for the job, but they will be assessed later using different assessment methods (written exam, interview, reference check, etc.):

• Knowledge of the current priorities of Crown-Indigenous and Northern Affairs Canada (CIRNAC) and Indigenous Services Canada (ISC).
• Knowledge of federal key program and policies relating to the North.

• Ability to identify emerging and current issues and develop recommendations.
• Ability to represent the region and promote its departmental priorities.
• Ability to communicate effectively orally.

• Willing and able to travel to remote communities by various means of transportation (i.e. small aircraft, vehicle or boat), travelling in some adverse road and weather conditions.

Conditions of employment

The successful candidate will be required to obtain a Secret Security Clearance. In addition, as per TBS Occupational Health Evaluation Standard, a Medical Clearance may be required.
