Duties

Manage day-to-day IT infrastructure operations, support, availability and services related to data centers both on premise and in the Cloud, LAN/WAN, network infrastructure, operational systems, backups, disaster recovery, change requests, new applications, upgrades, product technical specifications, processes and policies and applications support infrastructure in all development, training, UAT and production environments (e.g., routers, switches, servers, e-mail, access, encryption, etc.), to ensure they meet established service level standards.

This includes, but is not limited to:
• Coordination with other parties to ensure infrastructure availability for new development;
• Compliance with infrastructure architectural standards;
• Provision of infrastructure advice and guidance;
• Implementation of life-cycle replacement of infrastructure technology components;
• Assist the Senior Manager ITS with the development and implementation of ITS organizational strategies, policies and practices.

Provide input, commentary and recommendations on requests as required, ensuring that infrastructure issues and environment needs are addressed at the appropriate time such that there will be minimal impact to operations, e.g., identify and contribute to resolution of emerging risks.

Establish performance objectives for individuals e.g., set priorities, ensure appropriate workload scheduling, ensure accountability and review work.

Promote continuous improvement in the performance of staff by developing and coaching staff, determining both short and long-term training requirements and objectives, identifying opportunities for personal and professional learning and development, building cross-functional capacity and practicing effective performance evaluation techniques.

Promote team spirit within staff, e.g., ensure communications with Network Operations Center staff on a continuing basis to resolve issues and proactively identify potential problem areas.

Plan and conduct work assessments and reviews and utilize other timely feedback tools to identify workplace issues and improve individual and team performance, e.g., prepare and conduct Performance Management Documents, recognize and appropriately handle poor and exceptional performers through regular documented feedback and communication with Senior Management and Human Resources as required.

The Manager will participate on various committees or working groups as directed and provide briefings as needed.

Duties include development of operational procedures, technical standards, Service Level Agreements (SLA) and other measures that will occur. Initiates, plans and manages infrastructure-related projects, including the change management process for the deployment of new or changed infrastructure.

ESSENTIAL QUALIFICATIONS:

Education:
- Successful completion of an acceptable post-secondary educational program in computer science, information technology, information management or another specialization relevant to the position being staffed OR an equivalent combination of education, training and/or experience.

Degree equivalency

Experience:
- Significant* experience leading, supporting and delivering an IM/IT service in at least one or more of the following areas:
• Enterprise Architecture
• IT Infrastructure and/or Operations (i.e.: network, computers, email services, telecommunications or service management, etc.)
• Application Development
• Information Security
• Data Centre operations
• Service Delivery/Account Management
• Information Technology Service Management (ITSM) and ITSM processes
- Significant* experience with VMware, Cisco and Microsoft products and services.
- Significant* supervisory experience in IT with a minimum of three direct reports.
- Recent*** experience providing recommendations/advice to management on complex** issues.

* Significant means the depth and breadth of experience that is normally acquired by performing the tasks over a period of 3 years or more.
** "Complex" requires at least two (2) of the following characteristics: multiple phases with concurrent activities, significant value ($1M plus), affecting many partners or stakeholders, precedent setting, having a major impact on the public service.
*** "Recent" means within the last five years.

Education:

Experience:
- Experience in gathering and analyzing client and partner business requirements specifically in data networking, data center and/or information technologies.
- Experience in providing expert advice and recommendations to senior management on strategic IT alignment with GC vision.
- Experience facilitating IT strategic related meetings with clients, partners and stakeholders.
- Experience leading and/or contributing to project activities with project stakeholders in the delivery of complex network, security and/or digital services infrastructure.
- Experience in implementing and/or applying ITIL principles and practices.
- Experience in designing, implementing and supporting IT infrastructure (WAN, LAN or Data Centers).
- Experience delivering or assisting in the delivery of Service Level Agreements (SLA) and/or Service Level Objectives (SLO).
- Experience managing the lifecycle of a product or service, including, but not limited to, product or service development, costing, forecasting and evolution.
- Experience working with operational and financial teams in order to develop product and service costing.
- Experience in the procurement of goods and services within the Government of Canada.
- Experience in supporting desktops and applications in a Windows environment.
- Experience in vendor relationship management
- Experience with System Center Configuration Manager infrastructure and/or System Center Operation Manager design and administration.

OSFI's Ottawa location is downtown with easy access to shopping, restaurants, gyms, financial institutions and more. The building is less than a five minute walk from LRT and STO stops.

As a Separate Agency, the Office of the Superintendent of Financial Institutions (OSFI) appoints employees in accordance with the Public Service Employment Act (PSEA). OSFI is named in Schedule V of the Financial Administration Act (FAA) and it offers the same pension and benefits plans as the core Federal Public Service. In addition to this, OSFI employees obtain a minimum of 4 weeks of vacation leave per year, earn a competitive salary, and are eligible for an annual performance bonus.
