PE-01
The conduct of research and analysis in support of human resources management activities under the guidance of an experienced human resources management practitioner to acquire human resources management knowledge and skills, and an awareness of the functions and interrelationships of human resources management disciplines.
PE-02
The provision of human resources (HR) management operational and program activities, advice, research and analytical studies, either at a working level with a limited decision making authority or as part of a departmental or agency HM occupational group-PE developmental program, in one or more of the HR disciplines.
PE-03
The provision of expert HR management advice and guidance and the delivery of operational services to an assigned client portfolio; the provision includes the resolution of complex, difficult and sensitive HR management issues, topics and cases in one or more of the HR management disciplines.

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in human resources management, labour or industrial relations, psychology, public or business administration, organizational development, education sciences, social sciences, sociology or in any other field relevant to the work to be performed.
Notes:
1. Candidates who are actively working towards meeting this requirement will be incorporated in the process but can only be considered for appointment once they meet the education requirement. Proof of post-secondary credits completed may be required at the time of assessment.
2. Indeterminate incumbents of positions in the PE group on October 1, 1999, who do not possess the education level prescribed above, are deemed to meet the minimum education standard based on their education, training and/or experience.
EXPERIENCE:
PE-01, PE-02 & PE-03:
• Experience conducting research, analyzing information and providing recommendations.
• Experience delivering services in at least one Human Resources (HR) field such as Staffing, Labour Relations, Organization & Classification, Human Resources Planning, Change Management, HR systems, Learning, Performance Management, etc.
PE-02 Additional Experience:
• Experience interpreting and applying legislation, policies and/or regulations governing a human resources discipline.
• Experience writing reports, briefing notes, summaries and/or presentations.
• Experience providing strategic advice, guidance and recommendations to clients in at least one (1) of the following areas: Labour Relations, Staffing, Human Resources Planning, Classification and Organizational Design, Learning or areas of Organizational Development.
PE-03 Additional Experience:
• Significant* experience interpreting and applying legislation, policies and/or regulations governing a human resources discipline.
• Experience writing reports, briefing notes, summaries and/or presentations.
• Recent** & significant* experience providing strategic advice, guidance and recommendations to clients in at least one (1) of the following areas: Labour Relations, Staffing, Human Resources Planning, Classification and Organizational Design, Learning or areas of Organizational Development.
*Significant experience will be evaluated in terms of the depth, breadth and complexity of activities as well as the level of autonomy demonstrated, normally acquired over a period of three (3) years.
**Recent experience is defined as experience gained within the last 5 years.

This may include: developing and/or evaluating statements of merit criteria and assessment tools; providing advice and guidance in executive staffing; providing recommendations on complex staffing issues; developing and implementing human resources strategies, policies and/or guidelines; interpreting HR policies and regulations; etc.
• Significant* experience providing advice and guidance to clients in Labour Relations at the operational or corporate level.
This may include: preparing disciplinary reports, grievance precis, briefing notes, fact-finding or investigation reports; advice and guidance on disability management, including return to work; interpreting collective agreements, directives, employer policies etc.; advice and guidance on grievance procedures, performance management and disciplinary measures; adjudication preparation; union consultation etc.
• Significant* experience providing advice and guidance to clients on Classification and Organizational Design at the operational or corporate level.
This may include: applying classification guidelines and standards; designing, writing, validating or evaluating work descriptions and rationales; being an accredited classification officer etc.
• Significant* experience developing and implementing departmental Human Resources strategies, programs, policies, and providing training and/or tools.
• Significant* experience providing advice and guidance to clients on the Performance Management Program (PMP) and/or HR Planning.
This may include: departmental talent management activities etc.
• Significant* experience in organizational development.
This may include: conflict resolution, learning strategies, change management, facilitation.

Salary note:
PE-01 - $55,130 to $68,578 per year
PE-02 - $69,541 to $77,186 per year
PE-03 - $77,979 to $86,675 per year
