Manages departmental support services, including budgets and accounts, construction, maintenance and purchasing of a research centre.

Intent of the process

The immediate need is to staff one (1) full time permanent position (English essential) in Morden, Manitoba.

Although we are looking to fill one (1) position, in the event that more than one candidate is found qualified, a pool of qualified candidates may be established and may be used to staff similar positions with various tenures, linguistic requirements and security requirements within AAFC.

In the event that an employee of the public service is qualified through this process, he/she may be considered for acting, deployment, assignment or secondment opportunities.

EDUCATION
A secondary school diploma or an acceptable combination of education, training and/or experience relevant to the position to be staffed.

Degree equivalency

EXPERIENCE
Recent* and significant** experience in managing an annual budget greater than $1 million in salary and operating in a public sector environment.

Recent* and significant** experience in managing a multi-disciplinary team of at least 2 staff.

Recent* experience in providing advisory services in an operational capacity to management on complex*** issues in a public sector environment in two of the following areas: procurement and contracting, or human resources, or financial management.

Recent* and significant** experience in the interpretation and application of policies and legislation related to at least two of the following: procurement and contracting, human resources, or financial management.

Recent* experience in the development of procedures in one of the following areas: procurement and contracting, human resources, or financial management.

Recent* is defined as experience acquired within the last five (5) years.
Significant** is defined as the depth and breadth of experience normally associated with full-time duties for a minimum of six months.
Complex*** is defined as issues involving multiple stakeholders, critical timelines.

ASSET QUALIFICATIONS

Graduation with a degree from a recognized post secondary institution with acceptable specialization in business administration, public administration, finance or in any other field relevant to the work to be performed.

Degree equivalency

Experience in developing a Human Resource plan.

Experience in financial planning and analysis.

Experience in providing management advisory services in the area of facility management.

Experience in managing the development and implementation of capital investment projects.

Experience in managing assets in a scientific research environment.

Experience in providing management advisory services in the areas of fleet, or security, or property management.

Experience in representing a Federal department or Agency in the negotiation of agreements with other levels of government or with non-government partners.

ASSESSMENT INFORMATION

You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed.

Various assessment tools may be used, such as, standardized tests, interviews, references, board member knowledge, etc.

Recent and past performance evaluations may be used as part of the assessment. Accordingly, you may be required to submit a copy of your last two Performance Ratings/Evaluations as part of this selection process. Please be prepared to provide such documentation should it be requested from the selection board.

Depending on the number of applicants, volume management strategies such as random selection, top-down approach and/or establishing cut-off scores to determine who will continue in the staffing process, may be used for the purpose of managing applications. Please note that although you may attain the established pass mark on any of the assessments used in this staffing process, management may decide to use a higher cut off score.

Preference

Preference will be given to veterans and to Canadian citizens, in that order, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
