Who are we?

The mission of the Public Service Commission (PSC) is to promote and safeguard a non-partisan, merit-based and representative public service that serves all Canadians. A key role of the Commission is to facilitate the recruitment of talented Canadians, drawn from across the country, on behalf of departments and agencies.

Our team is the business steward of the Government of Canada’s (GC) recruitment system. We are currently taking on the exciting challenge of transforming this system. Our goal is to establish a flexible, modern, inclusive and user-centric recruitment solution that will deliver quality applicants to departments and agencies now and in the future.

Key responsibilities of your position include:
- Leading the organizational change management activities of the PSC’s GC Jobs Transformation project and ongoing efforts to enable proficient adoption of new technology, processes and future changes to the Government of Canada recruitment solution;
- Designing and leading workshops with internal and external stakeholders to assess impacts and readiness for change;
- Leading the development of actionable and targeted high-quality change management material, such as organizational change management plans and presentations, sponsor roadmap and training plans;
- Managing the business transformation team.

Work environment

Due to COVID-19 the team is currently teleworking. However, we anticipate a gradual return to the physical office where you will work in a healthy environment that offers great work-life balance, a modern building, WI-FI ready, in downtown Gatineau with gyms and cafés just a few steps away, as well as bus routes and bike/jogging paths nearby.

Intent of the process

The intent is to staff a vacant AS-06. A pool of qualified candidates may be created to staff similar positions in various locations, with various security and language requirements within the Public Service Commission of Canada.

Education:
- A secondary school diploma or an acceptable combination of education, training and/or experience.

Degree equivalency

Experience*:
-Experience in leading the development and execution of organizational change management and communication plans, or leading project management, for a major transformation initiative**
-Experience delivering presentations to a variety of internal and external project stakeholders
*Experience is usually acquired over a period of 18 months or more in each of these areas; depth of experience will be evaluated based on the duration of positions held, scope of responsibilities, and results obtained.
** A major transformation initiative is defined as having multiple stakeholders and cross-organizational or enterprise-wide process and technology implications.

Asset Qualifications:
- Experience with the Prosci ADKAR Model or other certified OCM Models, tools, and frameworks
- Experience creating project plans and work breakdown structures using project management tools such as MSProject, TeamGantt, etc.

Operational Requirements:
- Some travel may be required to fulfill the duties of the position.
