Western Economic Diversification (WD) Manitoba is looking for people who think independently, work creatively and enjoy working in a team environment to support the priorities of the department.
As a Senior Business Officer, you will be challenged to connect with people, build relationships, and develop creative approaches to addressing challenges or opportunities related to economic development in the West.
WD-MB is an active ecosystem partner, playing an important role in Manitoba’s economic future. WD-MB’s work as investor, convenor, advisor, and delivery agent is informed by regional analysis in order to target the most significant areas of opportunity and need in the region. This process may be used to staff various positions and tenures (including, but not limited to, term and indeterminate appointments, internal assignments, secondments, deployments and acting appointments), as well as language requirements and conditions of employment.

Education:
• Completion of a degree from a recognized post-secondary institution with acceptable specialization in accounting, public administration, economics, law, business administration, commerce, finance or some other specialty relevant to the position.
Experience:
• Developing or Evaluating economic project proposals and/or infrastructure development funding applications or business plans;
• Reviewing financial statements or other financial analysis to evaluate financial sustainability of organizations;
• Negotiating project agreements and monitoring progress against agreements throughout the lifecycle of a project;
• Developing and sustaining collaborative working relationships with internal and external stakeholders to advance economic development initiatives or projects; and
• Providing strategic advice and recommendations to senior management including the preparation of briefing notes.
ASSET QUALIFICATIONS
• Depth, breadth and scope of experience in any one or combination of the experience requirements
Education:
• Completion of a Masters degree from a recognized post-secondary institution with acceptable specialization in accounting, public administration, economics, law, business administration, commerce, finance or some other specialty relevant to the position, or holds a recognized professional accounting designation
*Stream 1: Regional Ecosystems and Sector Initiatives
The Regional Ecosystems and Sector Initiatives unit aims to create, grow and nurture inclusive regional ecosystems that support business needs throughout the innovation continuum, and foster an entrepreneurial environment conducive to innovation, growth and competitiveness.
Senior Business Officers for Stream 1 are expected to have the following:
• Experience in development and/or implementation of projects that support the economic inclusion of underrepresented groups.
• Experience in conducting developing and/or implementing projects, and/or conducting research, and/or analyzing information, and/or summarizing key findings in one or more of the following areas:
- Advanced Manufacturing
- Agri-food
- Health Bio-Sciences
- Clean Technology
- Digital Industries
- Primary Industries
**Stream 2: Business Productivity and Industry Initiatives
The Business Productivity and Industry Initiatives unit supports high-growth businesses that are scaling up and producing innovative goods, services or technologies.
Senior Business Officers for Stream 2 are expected to have the following:
• Experience in commercial banking or financial consulting.
• Experience in managing accounts receivables.
• Experience in assessing the viability of business operations, including those focused on technology commercialization, productivity improvements or business scale-up activities.
***Stream 3: Service Delivery Partners and Community Initiatives
The Service Delivery Partners and Community Initiatives unit administers funding to the Western Canada Business Service Network (WCBSN) to help Western Canadians start, grow and expand their businesses. The WCBSN provides funding and business support to entrepreneurs with disabilities as well as rural, Indigenous, women and Francophone entrepreneurs.
Senior Business Officers for Stream 3 are expected to have the following:
• Experience in development and/or implementation of projects that support community economic development and/or the economic inclusion of underrepresented groups.
• Experience in development and/or implementation of projects that build business capacity and resiliency within Manitoba’s rural and remote communities.
Description: ****Stream 4: Regional Accounting and Finance
The Regional Accounting and Finance unit is responsible for financial oversight and forecasting of WD-MB’s grants and contributions as well as regional operations and maintenance spending.
Senior Business Officers for Stream 4 are expected to have the following:
• Experience in assessing claims and financial monitoring.
• Experience in financial forecasting and budgeting.
• Experience in managing Accounts receivables.
