Assessment accommodation

The positions are located in Ottawa. As a result of the global pandemic, OSFI employees are currently working from home. Should the current telework environment no longer apply, the successful candidate will be required to report to and work onsite from the Ottawa office.

Duties

The Legislative Policy, Interpretation and Compliance unit (LPIC) is a group of legal experts that provide advice on managing issues relating to legislation and regulations, including:
- legislative policy and compliance responsibilities; and
- the interpretation of the statutes that apply to federally regulated financial institutions.

The Manager of Legislative Interpretations is primarily responsible for providing advice on the interpretation and application of the Bank Act, Insurance Companies Act, Trust and Loan Companies Act and regulations made thereunder.

The Manager of Legislative Policy is primarily responsible for monitoring, providing advice on, and managing issues relating to, legislative or policy initiatives regarding other statutes that could have a material impact on OSFI’s supervision and regulation of federally regulated financial institutions. The Manager of Legislative Policy also provides advice on the interpretation and application of the Bank Act, Insurance Companies Act, Trust and Loan Companies Act and regulations made thereunder.

ESSENTIAL EDUCATION
- A law degree* (B.C.L., LL.L., LL.B. or J.D.) from a recognized post-secondary institution.

ESSENTIAL EXPERIENCE
- At least 5 years of significant** experience in interpreting and providing advice on corporate and commercial statutes and regulations.

**Significant is defined as the breadth and complexity of experience that would normally be acquired where the experience was directly a part of the regular work duties of the candidate.

ASSET EXPERIENCE
- Experience working within a financial institution in a regulatory compliance function.
- Experience providing legal advice to a financial institution with respect to regulatory compliance.
- Experience working in the supervisory or legislative interpretation group of an entity that regulates, from a prudential perspective, the financial services industry.
- Experience developing legislation or regulations specifically aimed at regulated deposit taking institutions or insurance companies.
- Experience in researching, formulating, analyzing or interpreting public policy in relation to financial institutions.

As a Separate Agency, the Office of the Superintendent of Financial Institutions (OSFI) appoints employees in accordance with the Public Service Employment Act (PSEA). OSFI is named in Schedule V of the Financial Administration Act (FAA) and it offers the same pension and benefits plans as the core Federal Public Service. In addition to this, OSFI employees obtain a minimum of 4 weeks of vacation leave per year, earn a competitive salary, and are eligible for an annual performance bonus.
