Duties

DISPUTE RESOLUTION BRANCH:
The mandate of the Dispute Resolution Branch is to resolve disputes regarding federal transportation services, rates, fees and charges as well as to ensure Canada's national transportation system is accessible to all persons, including persons with disabilities. Senior analysts support the mandate by resolving disputes through facilitation or mediation, and by supporting the Members through the adjudication process, as well as by developing or updating resource tools .

The Canadian Transportation Agency is a small organization (about 300 people) with an important mission – to advance Canadians’ economic and social well-being by:

Intent of the process

This process is to staff determinate positions. A pool of qualified or partially-qualified candidates could be created to staff future positions with various tenures (indeterminate, deployment, acting, and assignment/secondment) with similar requirements, various language requirements and profiles and various security requirements.

Results of this staffing process may be used for similar positions in the Agency and other departments and agencies in the federal government.

ESSENTIAL QUALIFICATIONS

EDUCATION:
All streams: Bachelor degree from a recognized university in a field related to the duties of the positions (ex: economics, social sciences, law, commerce, finance or sciences) or an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE:
All streams: Academic or work experience in presenting analysis and advice orally and in writing.

Stream 1: Academic or work experience in conducting research and synthesizing information from various sources.

Stream 2: Experience in conducting mediations or facilitations* as a neutral third party to a dispute.

* The facilitation is a dispute resolution method where a neutral third party has informal discussions with each party involved in the dispute and tries to develop a solution.

ASSET QUALIFICATIONS

EDUCATION:
A certificate from a recognized training organization in conflict resolution or alternative dispute resolution.

Degree equivalency

EXPERIENCE:

All streams:
Experience working in an administrative tribunal.

Experience writing materials to or for decision-makers, including but not limited to tribunal's members, judges or arbitrators.

Experience using on-line tools (ex: Zoom, Microsoft Team, Webex) to plan, chair and host video and audio conference calls.

In support of achieving a diverse workforce, preference may be given to candidates self-identifying as belonging to one of the following Employment Equity groups: Aboriginal peoples, persons with disabilities, members of visible minorities and women.

Candidates must meet all of the essential qualifications to be appointed to a position. A candidate may be appointed to a position even though he/she does not meet any or all of the asset qualifications or operational requirements. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed. The Asset Qualifications contained in the Statement of Merit Criteria may be used as a screening tool.

Pass marks will be established for each qualifications. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through the next stages of the assessment process. Cut-off scores and/or top-down approach may be used at any stage of the staffing process if there are a sufficient number of candidates to meet anticipated staffing needs.

Locations, dates and times for exams and/or interviews will be determined by the employer. Scheduling of alternative exam and interview dates will only be considered for religious reasons, death in the family, in cases of serious illness or for a reasonable reason approved by the selection committee. A doctor's certificate or other proof will be required.

Preference

Preference will be given to veterans and to Canadian citizens, in that order, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
