Duties

The Culture and Conduct Risk Division (CCRD) is seeking motivated individuals to participate in the supervision, analysis and assessment of Canada’s federally regulated financial institutions (FRFIs). CCRD is part of the Non-Financial Risk Group of the Risk Support Sector within OSFI. The position’s accountabilities may include:
• Interacting with key stakeholders at FRFIs, including members of senior management and the board of directors.
• Assessing the inherent risks and key controls that drive the risk profile at FRFIs.
• Ongoing monitoring of FRFIs including analysing financial and risk reports.
• Supporting assessments/reviews of significant activities or control functions at FRFIs.
• Working and liaising with various internal stakeholders, including lead supervisory teams and specialists.
• Working with external supervisory partners (national and international).
• Identifying best practices and emerging trends.

The Office of the Superintendent of Financial Institutions (OSFI) is an independent agency of the Government of Canada, established in 1987 to contribute to the safety and soundness of the Canadian financial system. OSFI supervises and regulates federally registered banks and insurers, trust and loan companies, as well as private pension plans subject to federal oversight.

Intent of the process

The intent is to staff one (1) English Essential position* and one (1) Bilingual Imperative (CBC/CBC) position** through this selection process.

*English Essential position is a Toronto based position.

**Bilingual Imperative (CBC/CBC) position is a Toronto based position. The successful candidate may work remotely from the OSFI Ottawa office. Working remotely may require travel to Toronto.

This selection process may be used to establish a pool of qualified candidates, which could be used to staff similar or identical positions with various linguistic profiles (English Essential or Bilingual Imperative), security profiles and tenures, which may vary according to the position being staffed.

ESSENTIAL EDUCATION
• A degree from a post-secondary institution with specialization in commerce, law, business, finance, economics, business administration, or behavioural sciences
OR
• An acceptable combination of relevant professional industry experience and education

Degree equivalency

ESSENTIAL EXPERIENCE
• Recent and significant experience working in the financial services industry* in one or more of the following areas:
o Risk management
o Regulatory compliance
o Internal/External audit
o Corporate governance
o Culture and conduct risk (i.e. behaviour, ethics)
• Recent and significant experience in liaising with and making presentations to senior management and/or boards of directors at FRFIs.

* Financial services industry experience is defined as experience working in a financial institution, including banks, insurance companies, pension funds, wealth management firms, accounting firms (dealing with audits), and consulting firms, as well as government departments that directly deal with the supervision and regulation of these institutions or other relevant areas.

ASSET EDUCATION
• A post-graduate degree from a post-secondary institution.
• A professional designation in accounting, financial analysis, law or other relevant professional qualification.

You may be required to meet one or a combination of any of these asset experience criteria, and therefore, if you possess it you should provide details in your resume.

• Recent and significant experience in planning, coordinating and executing on-site compliance and/or risk management assessments or audits of financial institutions or similar experience of assessments in other regulatory areas.
•Experience in developing, evaluating, and/or implementing risk management systems used by financial institutions to mitigate risks.
• Experience in the development, implementation and maintenance of effective oversight controls in FRFIs.
• Experience in managing and reporting on complex projects with cross-functional representation in the financial services industry.
• Experience in building assessment frameworks related to organizational culture or conducting cultural assessments within organizations.
