In the Federal Public Service, Senior Management is referred to as the Executive group. This group is divided into five levels: EX-01, EX-02, EX-03, EX-04 and EX-05. The EX-05 and EX-04 are the Assistant Deputy Minister levels; EX-03 is the Director General/Executive Director level; EX-02 is the Senior Director level; and the EX-01 is the Director level. This advertisement is for positions at the EX-03 group and level.

Candidates must submit a cover letter providing concrete examples which illustrate how they meet the education requirement and the experience factors listed in the essential qualifications and asset qualifications. Intent of the process

A pool of fully/partially qualified persons resulting from this process will be created and may be used to fill similar positions with linguistic profiles bilingual imperative CBC/CBC*. Tenures (indeterminate, deployment, acting, assignment, secondment, specified period, Interchange Canada) may vary according to the position being staffed.

*Note that the intent is to do bilingual imperative CBC/CBC appointments from this pool. However, at the manager's discretion, some appointments could be done bilingual non-imperative CBC/CBC.

Education:
-Graduation with a degree from a recognized post-secondary institution.

Degree equivalency

Experience:
-Significant* experience in providing advice, recommendations and briefings to Ministers and senior officials** on complex program or policy issues, both orally and in writing;
-Significant* experience in policy or program development on Government of Canada priorities;
-Experience, at the executive level***, in representing the Government of Canada at domestic or international meetings;
-Experience in establishing and maintaining effective working relationships and negotiating with stakeholders both in and outside of the federal government;
-Experience in managing human resources.

Significant* is defined as the depth and breadth of experience normally associated with the performance of those duties at an executive level for a period of approximately three (3) years.

Senior officials** is defined as high level officials, such as deputy ministers or chief executive officers or other equivalent levels as deemed acceptable by the selection board.

Executive level*** is defined as management levels ranging from Director or equivalent up to the Assistant Deputy Minister level or equivalent and higher (e.g., Chief Executive Officer, Vice President).

Knowledge:
-Knowledge of the strategic directions and priorities of the federal government, Cabinet Committees and Treasury Board;
-Knowledge of the machinery of government, Cabinet and Ministerial decision-making systems and the roles and working of central agencies.

Abilities:

Education:
Graduate level degree or equivalent, from a recognized university.

Degree equivalency

Experience:
-Experience working on government-wide policy initiatives in line departments;
-Experience working in program delivery;
-Experience in a leadership capacity in the areas of performance and results measurement and reporting; program evaluation; or data collection and linkage;
-Experience in producing Treasury Board submissions or Memoranda to Cabinet at the departmental level or performing a challenge function on those documents.

Knowledge:
-Knowledge of the Treasury Board Policy on Results, and related policy, directives and guidelines;
-Knowledge of theories, methods and practices related to measuring and reporting on program performance and evaluation, and related data collection and linkages.

Organizational Needs:
-In support of achieving a diverse workforce, consideration may be given to candidates self-identifying as belonging to one of the following Employment Equity groups: Aboriginal peoples, persons with disabilities, members of visible minorities, and women.

Conditions of employment

Secret security clearance - A valid secret security clearance is a condition of employment required for an appointment at the Treasury Board Secretariat (TBS). Failure to obtain this security clearance means either the candidate will not receive a job offer or the conditional offer will be rendered null and void. A thorough security clearance process will be applied to all candidates considered for an appointment; this process includes inquiries, verifications and assessments regarding matters such as, but not limited to:

• criminal record checks
• length of time living in Canada
• reference checks
• previous employment
• open source checks
• credit/financial status

Individuals must have lived in Canada for a sufficient period of time to enable appropriate inquiries, verifications and assessments to be conducted. For a secret security clearance, the verification of background information over a period of 10 years is typically required. Many of the verifications require support from third parties whose timelines are outside of TBS’s control. Overall, the process may take several weeks or months to complete. Please be advised that all appointments and deployments (except acting appointments) to and within the Executive (EX) Group within the core public administration that take place on or after April 1, 2020 are subject to the Agreement to be Deployed provision as a mandatory condition of employment.
