The Canada Energy Regulator works to keep energy moving safely across the country. Support, and occasionally lead, the response to emergencies on regulated facilities:
• Provide EM advice, analysis, recommendations and support during a response to emergencies
• Monitor, observe and assess the overall effectiveness and safety of a company’s emergency response; and liaise and coordinate interactions between all responding and non-responding agencies
Compliance Verification:
• Assist the Program Manager with the development of the next fiscal year Compliance Verification Plan (CVP) by tracking trends and identifying key issues for focus
• Lead/participate in Compliance Verification Activities (CVAs); identify and recommend subsequent activities resulting from compliance verification activities; prepare related technical reports
• Assist in and develop capacity to conduct audits
Support EM program and participate in the assessment of applications:
• Participate in the assessment of regulatory applications, assess complex issues, take appropriate action and provide recommendations. Develop sound rationale for the actions or recommendations
• Provide technical guidance internally and externally
• Provide advice and recommendations on organizational effectiveness and efficiency, generally through process improvements
• Participate in training, drills and exercises in preparation for an emergency
• Lead/participate in development, maintenance and implementation of policies, program, processes and systems
• Lead/participate in change initiatives by integrating a variety of policies, plans and best practices
• Attend meetings, prepare and present information on technical and/or process and mandate to internal and external stakeholders
• Non-Hearing Application Assessments, under the CER Act
• Indigenous Advisor and Monitoring Committee, project work

• Coach others in same or different disciplines
A pool of candidates may be created. Qualified candidates may be used to staff other similar positions at an equivalent or lower level on a term, indeterminate or acting basis. Asset Qualifications:
AQ1 Experience in playing a significant role in a multi-agency or multi-jurisdictional emergency response within the Quebec Emergency Management context.
AQ2 Specialized expertise in development, implementation, maintenance and improvement of emergency management programs in the oil and gas industry as it applies to emergency preparedness and response.
AQ3 Advanced knowledge (demonstrated through certifications, designations or other means) of:
• Pipeline codes and standards
• Inspections
• Management systems
• Audits
• Oil and gas exploration and production activities
AQ4 Knowledge of emergency management best practices and standards.
AQ5 Experience working with or for Indigenous communities and/or organizations.
1) Willingness to undergo, successfully pass and maintain a reliability status security clearance.

Information on employment equity
1. The CER has a classification system that differs from the greater public service. This NEB-09 position is similar to a PC-03 in terms of salary range only. The benefits offered, including relocation assistance, may be significantly different than those offered in the greater public service. This position is subject to CER’s Professional Institute of the Public Service of Canada Collective Agreement.

3. Assessment: You may be assessed using one or more of the following tools: candidate evaluation, past performance appraisals, reference checks and personal knowledge.
4. Appointment Requirements: Candidates must meet each essential qualification and the conditions of employment to be appointed to the position. A person may be appointed to the position even though he/she does not meet any or all of the asset qualifications, organizational needs or operational requirements; however, meeting these criteria is desirable and may be a deciding factor in choosing right fit for appointment.
5. Salary: Effective 1 November 2019 NEB-09, $86,246.00 to $104,926.00
The CER has the following forms of additional compensation that are separate from base salary, the eligibility for which is determined, in accordance with the provisions in the collective agreement or terms and conditions of employment for the duration period specified:
• annual performance pay which includes elements of individual performance (60% of payout) and corporate performance (40% of payout)
• annual market allowance which applies only to specified operational positions applies to this position; the allowance is paid in two semi-annualized payments
6. Terms of Employment: This position has been allocated and applies to the bargaining unit represented by the CER Professional Institute of the Public Service of Canada.

Equivalencies granted by the Canadian provincial authorities with respect to Applied (Bachelor's) Degrees by colleges and technical institutes (i.e. in Ontario, British-Columbia, Alberta & Manitoba) must always be accepted as equivalent to Bachelor Degrees granted by universities in the provinces concerned.
8. Job Development Ladder: This position is part of a job development ladder and future promotion may occur upon successful completion of the training and development requirements and provided they meet the merit criteria and conditions of employment for each level of the job development career ladder without an advertised staffing process.
