What is a Construction and Maintenance Health and Safety Advisor?
Reporting to the Regional Manager, Health and Safety, the incumbent is responsible for the operations within the Construction and Maintenance Health and Safety Program.
He or she shall:
· Provide advice and guidance regarding OHS aspects of construction projects and maintenance programs;
· Review and verify health and safety requirements that must be included in the contractual terms and conditions of tender documents;
· Review the site specific safety plans for construction projects developed by the contractor to ensure hazards identified are comprehensive and that measures are provided to mitigate those hazards;
· Liaise with federal, provincial and/or territorial administrations responsible for work to obtain written, accurate interpretations of federal, provincial and/or territorial laws related to safety on construction sites;
· Provide training to support the Construction and Maintenance Safety Program;
· Conduct inspections and/or site audits of construction sites to ensure the health and safety compliance of construction projects and maintenance work sites;
· Support project managers by identifying hazards and unsafe working conditions, recommending accountability controls, and initiating stop work when necessary;
· Work at heights, climb ladders or scaffolding, work near and /or over water, and other hazardous work areas with potential exposure to confined spaces and to noise, dust, smoke, etc;
· Must wear personal protective equipment demonstrating best work practices when on site;
· Advise Architects and Engineers in design concepts related to safety and interpretation of legislation and standards;
· Conduct hazard assessments of confined spaces advising managers of necessary precautions and protocols.
· Provide expert input into departmental policies and procedures.

This process will initially be used to staff one EG-06 position on an indeterminate basis with a bilingual imperative language profile of CBC/CBC. If there are no successful applicants at the EG-06 level, the position may be staffed at the EG-04 level with a bilingual imperative language profile of CBC/CBC.
A pool of qualified candidates may be established through this process to staff identical or similar positions, within Public Services and Procurement Canada with various language requirements, security requirements and tenures.

EDUCATION
EG-04 and EG-06
- Successful completion of a post-secondary certification program in Occupational Health and Safety (OHS) with emphasis on construction health and safety, or a combination of education, training, and experience related to construction and/or maintenance safety
EXPERIENCE
EG-04 and EG-06
- Recent* experience in monitoring construction sites for compliance with federal or provincial/territorial occupational health and safety legislation, regulations, guidelines, codes, and/or standards.
- Recent* and Significant** experience in providing advice and guidance to various stakeholders with respect to federal or provincial occupational health and safety legislation, regulations, and/or standards.
* Recent is defined as having experience acquired within the last five (5) years.
**Significant refers to the depth and breadth of experience associated with the performance of a broad range of related activities which were the candidate’s primary work responsibilities. It will be assessed on the basis of the scope, complexity and the diversity of the work performed.
EG-04 Only
- Experience in accident investigation, hazard identification and assessment, and worksite inspections.
EG-06 Only
- Experience in evaluating, reviewing, and providing occupational health and safety (OHS) input in regards to the development and review of construction plans or project specifications, and contractual documents.
- Experience in monitoring multi-trade construction / maintenance projects and ensuring adherence to provincial occupational health and safety provisions.
- Experience in planning, organizing and oversight of investigations into accident causations, hazard identification and assessment, and worksite inspections.
- Experience in developing and delivering presentations, training sessions, and/or information sessions.
ASSET QUALIFICATIONS

Successful completion of the training requirements for:
•Construction Health and Safety Officer Certification (CHSO)
•Construction Safety Supervisor (CSS)
- Experience working in construction or maintenance safety in the federal public service.
EG-04 Only
- Applied for CRSP certification within the past 12-24 months
- Experience in monitoring multi-trade construction / maintenance projects and ensuring adherence to provincial occupational health and safety provisions.
- Experience Working on multi-disciplinary project teams.
- Experience in developing and delivering presentations, training sessions, and/or information sessions.
EG-06 Only
- Certification, or eligibility* for certification, as a Canadian Registered Safety Professional.
*Eligibility is recognized as approval by Qualifications Review Committee to write CRSP examination.
- Experience in monitoring multi-trade construction / maintenance projects and ensuring adherence to federal occupational health and safety provisions.
- Experience working on multi-disciplinary project teams and developing partnerships (for example: with organizations and/or regulatory agencies)
