Canadian Forces Real Property Operation Group (CF RP Ops Gp) is a Formation part of the Assistant Deputy Minister (Infrastructure and Environment) (ADM(IE)). It is responsible to manage DND infrastructure portfolio across the Country. It represents over 2 million hectares of land, over 20,700 buildings and over 18,000 works at a replacement value of more than $ 26 billion. CF RP Ops Gp employs more than 2,300 civilian personnel and over 350 military members in 7 Regions and 26 Detachments. This is a recent organisation that became fully operational in 2016.
As General Safety Officer, you will be part of the compliance team at the Headquarters (HQ). It is a new position in our HQ and as such, in collaboration with ADM(IE) General Safety Officer and the Safety Officers in our Regional HQ, you will be responsible to develop and implement a health and safety program for the Formation. You will also be responsible to provide advice to CF RP Ops Gp Commander on health and safety matters.
The Department of National Defence (DND) and the Canadian Armed Forces (CAF) work together to fulfill the Government of Canada’s mission to defend Canadian interests and values, and to contribute to international peace and security. DND is the largest federal government department in Canada and is part of the Public Service of Canada. Internally, DND and the CAF are collectively termed the Defence Team and civilians make up close to 25 per cent of the organization. As public servants and members of the Defence Team, civilians work side-by-side with CAF personnel for the defence of Canada and Canada’s contribution to international security and stability efforts.
Civilians are a vital part of enabling the Department’s mandate and objectives, and occupy more than 100 types of occupation classifications supporting the CAF in serving Canada’s interests with distinction, both at home and abroad - more than 65 per cent of the DND civilian population working outside the National Capital Region in a variety of capacities.
The success of the Defence Team relationship stems from the concepts of fairness and mutual respect. Among the crucial roles that civilians play within the three environments of the CAF , roles such as accountants, administrative support officers, auditors, business specialists, defence scientists, economists, engineers, human resources professionals, information systems specialists, policy researchers, procurement officers, public relations professionals, real property administrators, and university professors form the largest groups of civilians working as part of the Defence Team.
To staff one indeterminate position at DND. A pool of qualified candidates may be established and may be used to staff similar positions with various linguistic profiles and various levels of security.

Education:
Diploma in occupational health and safety, or relevant technology
OR
Certificate in health and safety from a recognized university
Experience:
• Recent* experience in the development, implementation, administration and monitoring of a program in occupational health and safety or industrial hygiene in a large and complex organisation
• Recent experience providing management advice in the field of occupational health and safety or industrial hygiene to senior management (in the Federal context, EX1 and above)
• Recent experience in conducting audits, inspections or assessments in health and safety or industrial hygiene
Knowledge:
• Knowledge of the Canada Labour Code Part II
• Knowledge of the Canada occupational health and safety regulations
Abilities and skills:
• Ability to communicate effectively orally
• Ability to communicate effectively in writing
• Ability to liaise and coordinate with personnel in different level in the management chain
• Ability to promote health and safety programs and influence stakeholders to achieve health and safety objectives

One or more relevant designation such as:
• Canadian registered safety professional
• Certified Health & Safety Consultant
• Certified Engineering Technician/Technologist
Experience:
• Experience working in an organisation spread across multiple sites (more than 15)
Knowledge:
• Knowledge of DND General Safety policy, program and standards
• Knowledge of the Treasury Board Occupational Health and Safety directives
• Knowledge of health, safety and environment management systems – ISO 14001, CSA Z1000, OHSAS 18001, etc.
Abilities and skills:
• Ability to liaise and coordinate with employee representative unions
• Ability to conduct root cause analysis along with preventive and corrective measure implementation
