Intent of the process

The intent of this process is to establish pools of qualified candidates to meet the anticipated EC-05 needs throughout the Treaties and Aboriginal Government Sector, located in CIRNAC offices across Canada. This process identifies 3 distinct streams of work and requirements, all of which share some common qualifications yet also have specified distinct qualifications. The 3 streams are as follows:

Stream 1:
Position Title: Assistant Negotiator
Branches/Directorate: Negotiations East, Negotiations Central, Negotiations West, BC Specific Claims Resolution

Stream 2:
Position Titles: Social Policy Researcher, Economic Policy Researcher, Policy Analyst, Case Manager
Branch: Policy Development and Coordination Branch

Stream 3:
Position Title: Policy Analyst
Branch: Fiscal Branch

Once established, the pools may be used to staff similar or identical positions with various linguistic profiles and with various employment types and tenures (indeterminate, specified period or acting appointment, deployment, assignment, secondment) throughout CIRNAC offices across Canada.

The requirement for security clearance (reliability or secret) may vary and additional conditions of employment may be identified according to the position being staffed.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with an acceptable specialization in Economics, Sociology or Statistics.
Note: Candidates must always have a degree. The courses for the specialization must be acceptable and may have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.

Degree equivalency

EXPERIENCE:
All Streams
Significant* experience in researching and analyzing complex** issues.
Significant* experience providing written and oral advice and recommendations to management.
Experience in facilitating, co-ordinating or managing projects, multi-disciplinary teams, working groups, or committees.
*Significant experience is defined as the depth and breadth of experience performing the duties, normally acquired over a period of a minimum of two (2) years.

**Complex issues are defined as involving at least two (2) of the following criteria: multi-year or multi-phase, sensitive or high profile, multiple stakeholders or jurisdictions, and competing objectives or priorities.

Stream 2: Policy Development

Experience in preparing or managing the preparation of comprehensive documents such as: statistical surveys, qualitative and quantitative studies, research reports, position papers, strategic plans and planning documents, Memoranda to Cabinet, Treasury Board submissions and evaluation reports, briefing notes or presentations to senior management.

Stream 3: Fiscal Policy
Experience conducting economic or financial analysis.
Experience conducting qualitative and quantitative analysis.

Post-graduate study, training or development in a field related to these positions.

Degree equivalency

All Streams
Experience in government mandating and/or the policy approval process including, preparation of documents such as: Cabinet Memoranda and/or Treasury Board submissions.

Stream 1 & 2: Negotiations and Policy Development
Experience negotiating or assisting in negotiations with Indigenous groups or internal or external stakeholders.

Stream 2: Policy Development
Experience in dealing with litigation-related work, particularly in an Indigenous rights context.

Various linguistic profiles/requirements: English essential, French essential, English or French essential, Bilingual Imperative: BBB/BBB, CBC/CBC or CCC/CCC.

Indeterminate employees at the same group and level or equivalent may be considered for deployment. If no deployment is made, applicants from other groups and levels will be considered in the advertised appointment process.
