Graduation with a degree from a recognized university with acceptable specialization in economics, sociology or statistics.
Candidates must always have a university degree. The courses for the specialization do not necessarily have to be part of a degree program in the required specialization. The specialization may also be obtained through an acceptable combination of education, training and/or experience.
STREAM 1
Significant experience* working with internal and external stakeholders on policy or program issues requiring integrated and collaborative approaches and solutions.
Experience participating in teams, projects or initiatives related to policy innovation and experimentation**
Experience researching, analysing, synthesizing complex policy issues and information and providing advice to senior management***.
*Significant is defined as at least two years.
*Social innovation, open policy making, policy design and experimentation, and related fields leverage new approaches and instruments to engage, work with and/or enable citizens and stakeholders to address public and social challenges. Candidates are expected to demonstrate experience related to these fields where applicable. Related topics include, but are not limited to: behavioural insights, service design, multi-sectoral partnerships, digital approaches and open policy making (e.g. open dialogue, crowdsourcing, citizen challenges, and open data initiatives).
**Senior management is defined as Director or above.
STREAM 2:
Significant* experience analyzing complex policy issues and developing strategic options and recommendations.

Natural Resources Canada will use the services of a third-party Human Resources Consultant to administer the assessment for this position. A variety of assessment tools may be used in the assessment of candidates, such as: * written test, practical test, situational exercise, * oral interview, simulation, presentation, role-play, work samples, performance appraisals and/or * reference checks. Depending on the number of applicants, Natural Resources Canada needs and HR plans, volume management strategies such as random selection, application of one (1) or more assets, top-down approach, and/or cut-off scores may be used for the purpose of managing applications/candidates.
