Duties

This is a non-exhaustive list of duties of the position:

1. Develops, implements and manages aviation safety oversight plans(including assessments, validations ,audits, inspections and other surveillance and monitoring activities) related to aeronautical product development for individuals, enterprises, organizations and Minister’s delegates.

2. Exercises Ministerial delegation of authority under the Aeronautics Act and the Canadian Aviation Regulations (CARs), and manages the oversight of Ministerial delegation granted to enterprises, organizations and individuals within the service areas.

3. As a subject matter expert in aeronautical product approval/certification, leads/ manages professional engineering staff conducting oversight of approved organizations including AMO’s, AEO’s, DAOs, aircraft owners, operators, certificate holders, Minister’s delegates and foreign airworthiness authorities, culminating in the approval of aeronautical product designs and design changes; communicate with individuals and senior managers of organizations, enterprises and other government agencies on all aspects of the Civil Aviation personnel and Minister’s delegates.

4. Manages and directly supervises assigned human, financial and material resources, as well as Occupational Safety and Health(OSH) and administrative requirements; as required, leads / participates in multidisciplinary teams; and participates as a member of the Regional Operations Division Management Team, as required.

Intent of the process

The intent of this process is to staff one EN-ENG-05 position on an indeterminate basis in Dorval, Quebec.

A pool of qualified and/or partially assessed candidates may be established to staff similar position with various tenures (indeterminate, term, deployment, assignment, secondment or acting opportunities), security profiles and language requirements within Transport Canada (TC).

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

ED: Graduation with a degree from a recognized post-secondary institution in mechanical engineering, aeronautical engineering or some other engineering specialty relevant to the duties of the position.

OR

Eligibility for certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the position.

Degree equivalency

EX1: Significant* experience in managing aeronautical product certification programs.
EX2: Recent** experience supervising a workforce or team.
EX3: Recent** experience in applying risk management concepts and principles.

*Significant: is defined as the depth and breadth of experience working on a wide-range or activities associated with the full-time performance of the duties for a minimum of 6 years. At least one (1) year of this experience must have been attained in the last three (3) years.
**Recent is defined as experience gained within the last three (3) years.
Applicants must clearly demonstrate that they have managed or supervised staff and/or a team by assigning work demonstrating that they have performed the majority of the following duties: following up on due dates, establishing required resource levels, reviewing work, establishing operational plans, budgets and performance standards. (Please indicate the number of staff and/or team members managed or supervised directly and length or time).

AEX1: Experience in working directly with FAA, EASA or other Civil Aviation Authority.
