Persons interested must submit, by the closing date, a complete application consisting of a covering letter AND a résumé supporting the information provided in the cover letter. Candidates must clearly demonstrate IN THEIR COVER LETTER how they meet the Essential Education and Essential Experience criteria as well as assets if applicable. The education and experience factors that appear in the Statement of Merit must be used as headings in your cover letter. Under each heading you must write no more than two paragraphs that state exactly how you meet the education and experience factors. You must state clearly where and when you obtained the education and experiences, including the educational institution, and by identifying the employer(s) or organization(s) where you obtained the required experience factors, as well as concrete examples demonstrating your experiences. Failure to follow these instructions may result in your application being rejected.
This cover letter will also be used to assess the competency of effective written communication.
Proof of education will be required to validate the education.
All communication and correspondence related to this process may be used as part of the assessment.
Virtual work arrangements may be available and will be determined on a case by case basis dependent on operational feasibility at the time of hiring and the position to be staffed. Some positions require the selected candidate to work in the office. This will be determined by the hiring manager based on the duties of the position to be staffed.
A pool of qualified candidates may be established and may be used to staff similar positions with various linguistic profiles and/or requirements as well as tenures (Acting, Assignment, Deployment, Secondment, Determinate, and Indeterminate appointments) and/or the security clearance (reliability or secret), which may vary according to the position being staffed.
Should a pool of qualified candidates be exhausted for a certain location, managers may consider qualified candidates from other locations to staff their vacancy.

EDUCATION:
A secondary school diploma or an acceptable combination of education, training and/or experience related to the work to be performed*.
*An acceptable combination of education, training and experience is defined as two or more of the following criteria:
• At least two (2) years of secondary school education
• Training courses/on-the-job training relevant to the position being staffed
• A minimum of four (4) years of experience relevant to the position being
staffed
EXPERIENCE:
1. Significant* experience in working collaboratively with various stakeholders.**
2. Significant* experience in program management and/or project management.
3. Significant* experience in providing verbal and written strategic advice and briefing to senior management*** on complex program or operational issues impacting clients, partners or stakeholders.
4. Experience in managing human resources. ****

*Significant: a diverse range of complex activities acquired over a period of at least two (2) years that demonstrate an increase in extent, depth and complexity as well as diversity and a degree of autonomy with those activities. ** Stakeholders are defined as other Government Departments, Indigenous governments, external advisory bodies, organizations delivering services to First Nations communities or First Nations communities
*** Senior Management: Executive level position that actively participate in the daily supervision, planning and administrative processes required by an organization to help meet its objectives.
**** Human resources management is defined as direct accountability for directing and managing staff. Examples of managing HR may include implementing HR strategies to ensure workforce capacity to meet operational needs, developing work plans, assigning work priorities, setting performance objectives and performance indicators to measure results, assessing performance, recruiting and resolving HR issues. Applicants must provide the number of staff they lead/supervise.
***** Management of financial resources is defined as direct accountability for managing a budget. Examples of managing financial resources may include delegation for budget, resource management and forecasting, planning, budget allocation, tracking expenditures, reporting, contracting, etc. Applicants must include the size of the budget they managed directly.

ASSET QUALIFICATIONS
(Not essential, but preference may be given to candidates who possess asset qualifications)
EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in health, social work, social sciences, early childhood education, or in any other field related to the work to be performed.
Asset Designation or Accreditation:
Professional designation or accreditation from a recognized institution such as Chartered Professional Accountant (CPA), Chartered Accountant (CA), Certified Management Accountant (CMA), Certified General Accountant (CGA), Project Management Professional (PMP) or PRINCE2 certification.
1. Experience in developing and/or implementing program policies and/or procedures intended for Indigenous communities and/or organizations.
2. Experience leading multiple, concurrent projects through all project* phases from initiation to closure.
3. Experience in implementing change or transformation activities in an operational or program delivery environment.
4. Experiencing leading the development and implementation of plans or services directed to clients, partners or stakeholders.
5. Experience leading or coordinating audit and financial review activities.
6. Experience working as a Social Worker.
7. Experience working in the field of social services or programming.
8. Experience working with children’s aid societies.
9. Experience working with victims of violence.
10. Experience working in Regional Operations with Indigenous Services Canada.
11. Experience in one or more of the following areas: Indian Act lands transactions/reserve land management, additions to reserve, environmental assessment/remediation, and/or First Nation economic development.
*Project: undertakings that are time-bound (have an end), produce a unique output/deliverable, and are executed under agreed-upon constraints (i.e., scope, timeline, budget/resources).
OPERATIONAL REQUIREMENTS:
• Willingness to travel to isolated and non-isolated communities using a variety of transportation, such as: small aircraft, boats, snowmobiles, cars, all-terrain vehicles in all weather conditions.
• Willingness to work overtime
One or more of the following conditions may be required depending upon the position being staffed:
• Various Security Clearance: Reliability, Secret.
• Must possess and maintain a valid Class “G” driver’s license without restrictions issued by the Province of Ontario or other provincial equivalent.
• A valid Category 1 medical clearance – Preplacement (including dependents) as per section 4.2 of the Isolated Post and Government Housing Directive for positions in Sioux Lookout (Ontario).
• Undertake a Category 1 periodic health evaluation (including dependents) in accordance with Directive on Occupational Health Evaluations for positions in Sioux Lookout (Ontario).

• You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. Some essential and other qualifications will be assessed through your application. It is your responsibility to provide appropriate examples that illustrate how you meet each qualification. Failing to do so could result in your application being rejected.
• Depending on the requirements of the position(s) being staffed from this process, for current or future vacancies, any or all of the asset qualifications, operational requirements, and organizational needs may be applied at any stage in this selection process (i.e. screening and appointment stage).
• A variety of assessment tools may be used in the assessment of candidates, such as: written test, practical test, situational exercise, oral interview, simulation, presentation, role-play, work samples, performance appraisals and/or reference checks. Some assessment tools may be administered electronically, others, in-person.
• Depending on the number of applicants, ISC needs and HR plans, volume management strategies such as random selection, application of one (1) or more assets, top-down approach, and/or cut-off scores MAY be used for the purpose of managing applications/candidates. Official languages

• Applicants are entitled to participate in the staffing process in the official language of their choice and are required to indicate their preferred official language in their application profile.
• Official language proficiency could be assessed and required solely upon appointment. Each candidate can only undergo SLE testing one time within the context of an appointment process. Also, a person who initially failed linguistic testing could be introduced into the pool of qualified candidates during the pool’s validity period if he/she is assessed again through another selection process or following linguistic training.
Preference will be given to veterans and to Canadian citizens, in that order, with the exception of a job located in Nunavut, where Nunavut Inuit will be appointed first.
