Duties

The immediate need is to staff a BILINGUAL MANAGER, CLIENT ADVOCATE (PM-04). This manager:
• Plans and manages the human resources of a work unit contributing to service delivery objectives for the Business Risk Management programs delivered by the Farm Income Programs Directorate
• Ensures timely and accurate processing of clients’ applications; contributes to and implements service delivery and monitoring frameworks; administers the program appeals process; provides authoritative advice on program related issues to internal and external clients and other stakeholders
• Participates on and leads project teams and working groups involved in analyzing and developing program delivery strategies and initiatives, plans, policies and procedures; prepares comprehensive analysis, briefings and reports including those related to issues which lack precedent; provides advice on processing and service delivery issues, delivers presentations in order to facilitate understanding and co-operation
• Chairs and/or participates in departmental and external committees and meetings; represents the Department in consultation with clients/stakeholders and partners to achieve accurate and client focused resolution of program applications; provides assistance and advice to MP/MLAs whose offices are trying to assist constituents and provides file specific information and assistance to provincial partners.

Intent of the process

Immediate need: To staff one (1), PM-04 Bilingual Client Advocate Manager indeterminate full-time position in Winnipeg, Manitoba.

A pool of qualified candidates will be established and may be used to staff similar positions with various tenures (Indeterminate, Specified period, Acting, Assignment, Secondment, or Deployment) based on the position being staffed within Agriculture and Agri-Food Canada (AAFC). Additional qualifications may be required by the hiring manager(s) and applicants will be provided the opportunity to submit information or be assessed in relation to any additional qualifications that may be applied.

► Experience in analyzing issues, identifying and recommending proposed courses of action or solutions that support sound decision making.

► Recent* experience in providing both written and verbal briefing material to management.

► Experience in creating and maintaining collaborative relationships or partnerships requiring consultation and engagement with internal or external partners.

* Recent is defined as normally acquired within the last five (5) years.
**Significant experience is defined as the depth and breadth of experience normally associated with having performed a broad range of activities related to the position.

ASSESSEMENT INFORMATION
You must meet all essential qualifications in order to be appointed to the position. Other qualifications may be a deciding factor in choosing the person to be appointed. Some essential and other qualifications will be assessed through your application. It is your responsibility to provide appropriate examples that illustrate how you meet each qualification.
