STREAM 1: Manager, Internal Communications
The incumbent is responsible for the development, management and integration of corporate communications strategies and initiatives to establish and sustain a dialogue with employees and stakeholders through a suite of integrated communications products and services through appropriate communications channels.
STREAM 2: Manager, Field Communications Planning and Operations
The incumbent is responsible to plan and manage field communications services and operations to establish and sustain a dialogue between employees at headquarters and field personnel located in the 338 electoral districts across the country through a suite of communications products and services disseminated through various communications channels including the field personnel intranet.
Our offices are located at 30 Victoria Street, in the heart of downtown Gatineau. Our location is easily accessible and is located near the Terrasses de la Chaudière, just a few kilometres from downtown Ottawa.
Due to the prevailing COVID-19 situation, the selected candidate will work remotely from his/her residence location until further notice. When the decision is made for Elections Canada employees to return to the workplace, the successful candidate is expected to work at the traditional workplace located at 30, Victoria Street, in Gatineau with a combination of remote work all while ensuring a flexible work schedule.
The immediate intention of this process is to staff two (2) indeterminate positions.
A pool of fully or partially qualified candidates may be established to staff similar positions at Elections Canada with varying tenures (such as indeterminate, specified period, acting) and various bilingual linguistic profiles (BBB/BBB, CBC/CBC or CCC/CCC).

EDUCATION
A degree from a recognized post-secondary institution with specialization in in communications, public affairs or another related discipline.
Notes:
1.Incumbents of IS positions who do not possess the formal education prescribed are deemed to meet the university graduation standard based on their education, training and/or experience. They must be accepted as having met the minimum education standard whenever a bachelor’s degree without any specialization is called for in a position classified as IS.
2.For entry as an IS, an acceptable combination of education, training and/or experience may serve as an alternative to university graduation at the manager’s discretion.
EXPERIENCE
- Recent* and significant** experience in leading the development and delivery of communications strategies, approaches or plans.
- Recent* and significant** experience in providing strategic communications advice to ***senior management.
- Recent* and significant** experience in managing human and financial resources in a communications environment
DEFINITION:
Recent* and significant** is defined as experience associated with having performed a broad range of related activities on a regular basis which could normally be acquired over a period of approximately two (2) years or more within the last five (5) years.
***Senior management is defined as Director level or above.
ASSET/EXPERIENCE
- Recent* experience leading and coordinating horizontal projects involving many players.
- Recent* experience in leading change management for complex transformation initiatives.
- Recent* and significant** experience in leading organizational communications, including delivering communications services and planning or coordinating corporate events for employees.
