Candidates MUST provide a cover letter. Candidates must clearly demonstrate IN THEIR COVER LETTER (maximum 5000 words), if and how they meet each of the Education and Experience qualifications, both Essentials and Assets, as the screening of applications may also be done using asset qualifications. Candidates are required to do so by using the qualifications as headers and then write a few paragraphs demonstrating, with concrete and detailed examples, how they meet the qualifications required. Résumés will be used as a secondary source of information to validate the education and experience described in the cover letter. Failure to provide an appropriate cover letter could result in a failure as we will be unable to assess you against the position’s essential qualifications.

The intention of this process is to fill one indeterminate position of Manager, Media Relations and one indeterminate position of Manager, Social Media. However, a pool of qualified candidates would be established to fill positions at Transport Canada.

The minimum standard is:
• A degree from a recognized post-secondary institution.

1. Based on their education, training and/or experience, indeterminate incumbents of positions in the IS classification are deemed to meet the minimum education standard whenever a bachelor's degree without specialization is called for in a position classified as IS.
2. At the manager's discretion, an acceptable combination of education, training and/or experience, may serve as an alternative to the minimum education standard.
EXPERIENCE
STREAMS 1 AND 2
• Recent* experience managing sensitive communications files, media issues or complex government-wide initiatives
• Recent* and significant** experience providing strategic communications advice and recommendations to senior management (director level or higher)
• Experience in managing financial and human resources***
STREAM 1 ONLY
• Recent* experience providing and overseeing operational support for media relations and media monitoring
• Recent* and significant** experience in media relations including responding to media enquiries; and- acting as spokesperson for an organization
STREAM 2 ONLY
• Recent* experience providing and overseeing operational support for social media
• Recent* and significant** experience in managing social media channels for an entire organization or in a Government of Canada context
*Recent experience is defined as experience acquired in the last three (3) years.
**Significant experience is defined as having performed a broad range of various and complex activities over a consecutive two (2) year period in a related field. Candidates have to provide clear and specific examples in their application.
*** Regarding experience in managing human resources: applicants must clearly demonstrate that they have supervised staff, assigned work and managed and assessed performance. Applicants must also indicate the number of employees they supervised directly.

ASSET QUALIFICATIONS
- Experience in crisis or emergency communications.
- Experience providing and/or overseeing the provision of spokesperson training.
- Experience organizing news conferences and media briefings.
- Experience in media monitoring, including electronic press, newspaper, social media, radio and television.
- Experience in creating an innovative social media campaign.
