Work environment

The Department of National Defence (DND) is one of the largest federal government employers. DND's role is to provide services and support to the Canadian Armed Forces (CAF) in their operations and missions at home and abroad. As a civilian employee, you will be an essential part of the Defence Team.

Intent of the process

The intent of this process is to staff one GL-COI-11 position within Real Properties Operations Comox. A pool of candidates may be created to staff future positions with various tenures (indeterminate, term, acting, and deployment) within the Department of National Defence for Victoria or Comox, British Columbia.

EDUCATION
ED1: A secondary school (high school) diploma.

Degree equivalency

OCCUPATIONAL CERTIFICATION
OCC1: Possession of two (2) valid inter-provincial Red Seal certificates in the following fields:
- Plumbing
- Steamfitting
- Pipefitting
- Gas fitting (Class A or Class B)
OR
Technician Qualification Level QL6B or DP3B

NOTE: The Technician Qualification will be accepted at time of application, however, candidates will be required to obtain their Red Seal Certification prior to appointment. For information on obtaining your Red Seal please visit the ITA Website for Holders of a Military Trade Certification.

EXPERIENCE
EX1: Recent* experience in supervision of a multi-trade working group involved in the construction and maintenance of infrastructure.
EX2: Experience scheduling prioritization of work, evaluating work performance and providing performance feedback.
EX3: Experience in the use of various software programs such as Excel, Microsoft Word and Outlook.

*Recent is defined as experience acquired within the last five years.

AED1: Successful completion of a minimum 2 year post-secondary education program in a trade related to the field.

AOCC1: Possession of a 3rd valid Inter-provincial Red Seal Certificate (or military DP3A equivalent) in one of the following fields:
- Plumbing
- Steamfitting
- Pipefitting
- Gas Fitting (Class A or Class B)

OCCUPATIONAL COURSES
Supervision
Maintenance Management
Planning & Scheduling

Note: preference may be given to candidates possessing supervisory/management education from a recognized and/or accredited organization such as the Plant Engineering and Maintenance Association of Canada (PEMAC), Maintenance Management Program (MMP) or equivalent.

EXPERIENCE
AEX1: Experience in the application of collective bargaining agreements.
AEX2: Experience in airfield maintenance.
AEX3: Experience with DRIMIS

OPERATIONAL REQUIREMENTS
OR1: Willingness and ability to attend formal professional development training in supervision and management.
OR2: Willingness and ability to work overtime and/or after hours.
OR3: Willingness and ability to travel.
OR4: Willingness and ability to work outdoors in hot or cold environments.

CONDITIONS OF EMPLOYMENT
COE1: Must be willing to complete courses related to supervision/management within one year of employment (if not already achieved).
COE2: Possession of a valid, unrestricted provincial driver’s licence holding a qualification (class) equivalent to the DND vehicle to be driven/operated.
COE3: A current and acceptable driver’s abstract.
COE4: Eligibility and willingness to obtain the DND 404 military driver's licence.
COE5: Must be willing to wear and utilize Personal Protective Equipment (PPE).
COE6: Willing and able to work from ladders, catwalks, scaffolding, roofs and motorized manlifts, reaching, stretching, climbing and bending.
COE7: Willing and able to crouch, crawl, stoop and bend while inspecting confined spaces, excavation sites, vessels, etc.
COE8: Willing and able to work in hot and cold environments for extended periods of time.
