The role of the Real Property Operations Unit (Québec) (RPOPS) within the Department of National Defence (DND) is to provide property management services for instance; maintenance, repair, recapitalization and construction of buildings and infrastructure in addition to taking care of the current operations of the real estate portfolio of DND for Quebec’s province. The real property portfolio includes a wide variety of buildings such as office buildings, airports, secure communications nodes, ammunition depots, thermal power plants, road infrastructure, control towers, hangars, schools and much more.
Develop and communicate administrative procedures and practices for receiving, verifying, recording and processing HR requests.
Train users on procedures and processes, individually and using virtual tools.
Prioritize HR requests, assign work to subordinates, manage / authorize the processing of regular requests and monitor the progress of work to ensure that it is done within time limits.
Liaise with client managers and their staff to explain associated policies, practices and procedures and share related information and convince them of use.
This process will be used to staff one determinate (12 month term) position. Meanwhile, a pool of candidates will be established and may be used to staff positions for determinate (casual) and indeterminate (full time). This pool could be used to fill similar positions within the Department of National Defense in Quebec area with various language proficiencies and security levels.

Education:
Diploma from a recognized university with specialization in business management, business administration or human resources management
OR
An acceptable combination of education, training and relevant experience to the position to be staffed in a civilian human resources management field
Experience:
Experience supporting activities related to the human resources (i.e. Training development, staff recruitment activity or others).
Experience in planning, organizing and implementing training and learning activities.
Experience using different software such as : Microsoft Word, Excel, PowerPoint or equivalent.
Experience in assessing and recommending client needs and proposing and/or creating
training solutions.

Knowledge in analysis and understanding of business needs.

Experience:

Knowledge of training needs according to the different classifications within the federal government.
Operational requirements:
The person could be required to travel.
The person could work overtime.
Willingness to obtain a DND404 driver’s license.
Security clearance: Reliability.
Possess a valid class 5 driver’s license.
