Intent of the process

A pool of partially or fully qualified candidates may be established to staff similar or identical positions at Crown-Indigenous Relations and Northern Affairs Canada (CIRNAC) or Indigenous Services Canada (ISC). These positions could be located in various locations with various linguistic profiles (English essential, Bilingual Imperative BBB/BBB, CBC/CBC, CCC/CCC) or requirements as well as tenures (term, indeterminate, assignment, secondment, acting and deployment) or the security clearance (reliability or secret), which may vary according to the position being staffed.

The pool may also be used to staff positions in other federal departments.

EDUCATION - ALL STREAMS:

Graduation with a Bachelor’s degree from a recognized post-secondary institution in civil engineering, environmental engineering, mining engineering, geological engineering or some other engineering specialty relevant to the duties of the position.

Degree equivalency

STREAM 1 ONLY (EN-ENG-03):

Experience providing engineering support such as, but not limited to, reviewing engineering or construction documents, reports, designs, drawings, or specifications.

Experience with project management principles and practices.

Experience analyzing and evaluating engineering-related issues or projects to inform technical advice and recommendations.

STREAM 2 ONLY (EN-ENG-04):

At least five (5) years of experience providing engineering support on projects.

Experience with various phases of project management of construction or engineering projects (initiation, planning, execution, monitoring, or closure).

Experience analyzing and providing technical advice and recommendations to management on engineering issues or projects.

Experience collaborating with various stakeholders.

STREAM 3 ONLY (EN-ENG-05):

At least ten (10) years of experience providing engineering support on complex* projects.

Significant** experience in all phases of project management of construction or engineering projects (initiation, planning, execution, monitoring and closure).

Significant** experience providing strategic and technical advice and recommendations to senior management on complex** engineering issues or projects.

Significant** experience collaborating with various stakeholders and establishing and maintaining partnerships.

Experience managing human (1) and financial resources (2).

*Complex refers to projects that are multidisciplinary, have multiple stakeholders, have other project dependencies, and/or are of significant value.

**Significant is defined as the depth and breadth of experience associated with having performed a broad range of related activities on a regular basis which would normally be acquired over a period of a minimum of ten (10) years, full time.

(1) For human resources management:
Applicants must clearly demonstrate that they have supervised staff, assigned work, managed and assessed performance, implemented training and staffing plans. Applicants must also indicate the number of employees supervised.

(2) For financial resources management: Applicants must show evidence of managing a budget, either directly or indirectly. This experience is defined as responsible for financial planning or forecasting or reporting. Applicants must also indicate the size of the budget they managed.

ASSET QUALIFICATIONS

EDUCATION - ALL STREAMS:

Master's degree from a recognized post-secondary institution with a specialization in environmental engineering, civil engineering, mechanical engineering, or some other engineering specialty relevant to the duties of the position.

Current certification as a professional engineer in Canada.

Project Management Professional (PMP) certification obtained from a recognized organization, such as the Project Management Institute.

Degree equivalency

EXPERIENCES - ALL STREAMS:

Experience in contaminated sites remediation projects.

Experience in mining projects or mine closure / reclamation projects.

Experience in construction and/or engineering projects in a northern climate.

Experience working with Indigenous groups and/or northern communities.

Experience in project cost estimation.

Experience with the Federal Contaminated Sites Action Plan (FCSAP).

Experience with northern geotechnical engineering design, principles and constraints.

Experience in the planning, design, construction, inspection and/or management of various infrastructure activities, such as earthworks/embankments, retention structures, water diversions, covers, and dams.

Experience in mining or tailings dams.
