Fisheries and Oceans Canada (DFO) is looking for dynamic candidates to join its procurement team and its Centre of Expertise. As part of the operations team, you will have the opportunity to award contracts for the acquisition of goods, services and construction for both DFO and the Canadian Coast Guard. You will collaborate with the various clients on a regular basis to anticipate and analyze their requirements, develop strategies and options to meet objectives and provide advice on very interesting projects.

For candidates within the Centre of Expertise team, you will have the exciting opportunity to perform tasks such as reviewing and implementing procurement policy documents, preparing procurement reports, providing procurement training, resolving contracting issues, etc.

In addition, DFO offers a working environment where work life flexibility is really important. Depending on personal situations, we offer the opportunity to work both from the office and from home.

Intent of the process

This process may be used to establish a pool of candidates that may be used to staff similar positions at an identical or equivalent group and level with various official language proficiency (Bilingual Imperative BBB/BBB, Bilingual Imperative CBC/CBC, English Essential), various security profiles (Reliability Status, Secret), various tenures (Indeterminate, Term, Acting, Deployment, Secondment, Assignment) at Fisheries and Oceans Canada.

EDUCATION
Secondary school diploma.

Degree equivalency

EXPERIENCE
-Recent and significant* experience in executing contracting and procurement for goods, services or construction.
­-Recent and significant* experience in assisting clients in developing contractual documents such as: statements of work, evaluation criteria, requests for proposals or resulting contracts.
-Recent and significant experience* in conducting analysis and providing advice on procurement issues.

*Recent and significant experience is defined as the depth and breadth of your engagement in the performance of these duties for a period normally associated with two years (2) of experience within the last five (5) years.

If you possess any of the following, your application must also clearly explain how you meet it (other qualifications)

ASSET EDUCATION
A degree* from a recognized post-secondary institution OR graduated with a diploma from a recognized technical institute or college OR obtained a certification from a program related to procurement.

*Degree refers to a baccalaureate as established by educational authorities.

Degree equivalency

ASSET EXPERIENCE
Experience preparing and awarding competitive construction files.
Experience in using PSPC professional services tools such as THS, ProServices, etc.
Experience in awarding complex* contracts.
* Complex is defined as having experience in at least two (2) of the following elements:
1. Involving multi-million dollar projects;
2. Involving consultations with multiple stakeholders groups;
3. Involving multiple trade agreements;
4. Involving high profile or high risk projects (e.g. scope, security, emergency, departmental priorities, etc.);
5. Involving the negotiation of price or non-standard terms and conditions;
6. Involving the resolution of bid evaluation issues;
