How we manage risk in the maritime world or what we do to prevent accidents from occurring in the first place becomes the logical and necessary focus of our endeavours. For the purposes of the Marine Safety Program and to bring our strategic goals into focus, Transport Canada Marine Safety and Security (TCMSS) defines safety as the condition where risks are managed to acceptable levels, which translates into our mission.
Our Mission: To continuously maintain and enhance safety and the protection of life, health ,property and the marine environment through: (a) the development, maintenance and implementation of an effective regulatory regime; (b)education and awareness; and (c) monitoring and enforcement.
Inspectors must be leaders and skilled communicators capable of working effectively with others and adapting to the different needs of our clients. They must sometimes take rapid, decisive action and must be able to negotiate, facilitate behavior change and develop new competencies in client industries. Inspectors work in an environment of high stress due to the possible impact of error and real or potential conflict. In the course of ensuring that regulations are respected, inspectors carry significant responsibility and accountability and their decisions have a direct impact on the safety of Canadians.
Transport Canada may establish a pool of qualified or partially qualified candidates which could be used to staff similar or identical positions with various tenures (such as indeterminate or specified period). These positions could have various security and language requirements and/or profiles.

Other federal organizations, such as the Department of National Defense, Department of Fisheries and Oceans, Canadian Coast Guard, etc., may use this inventory to staff identical or similar positions in their organizations.

EDUCATION
STREAM 1
Diploma from a recognized post secondary institution in naval architecture.
STREAM 2
Diploma from a recognized post secondary institution in electrical/electronic engineering or electrical/electronic technology or an acceptable combination of education, training and/or experience in electrical/electronic installation in a marine environment.
STREAM 3
Secondary school diploma or an acceptable combination of education, training and/or experience AND possession of a Canadian certificate of competency as a Master, Near Coastal or higher.
STREAM 4
Secondary school diploma OR an acceptable combination of education, training and/or experience; AND possession of a Canadian certificate of competency as a Second-class Engineer (Motor Ship or Steamship) or higher.
Note 1: Candidates will be asked to provide proof of education and/or proof of Canadian certificate of competency.

EXPERIENCE
For candidates with a university degree, Master Mariner or First Class engineer (Motor Ship or Steamship): experience normally acquired in TWO (2) years in one or more of the following areas:

For candidates who meet any other of the accepted education / certification factors: Experience normally acquired in FIVE (5) years in one or more of the following areas:
COMMON FOR ALL STREAMS
EX1: Experience in marine design, construction, repairs, operation, inspection, quality assurance or other marine related areas.
OR
EX2: Experience in technical or operational management of ships.
STREAM 3
EX3: Experience as master or chief mate on ships.
STREAM 4
EX4: Experience as chief engineer or second engineer on ships.
ASSET QUALIFICATIONS
EDUCATION
AED1: Degree from a recognized university in naval architecture.
AED2: Degree from a recognized university in electrical/electronic engineering or in electrical/electronic technology.
AED3: Degree from a recognized university in nautical studies or maritime studies.
AED4: Degree from a recognized university in a field related to the position (e.g. engineering, technology, physical sciences, etc).
OCCUPATIONAL CERTIFICATION
STREAM 3
Possession of a Canadian certificate of competency as a Master Mariner, valid for use at sea.
OR
Possession of a Canadian certificate of competency as a Master Mariner.
STREAM 4
Possession of a Canadian certificate of competency as a First-class Engineer (Motor Ship or Steamship), valid for use at sea.
OR
Possession of a Canadian certificate of competency as a First-class Engineer (Motor Ship or Steamship).
EXPERIENCE
AEX1: Experience as a master on vessels.
AEX2: Experience as a chief engineer on vessels.
AEX3: Experience as an employer representative or health and safety committee member /representative with respect to the Canada Labour Code Part II or the equivalent provincial health and safety legislation.
AEX4: Experience in the development or implementation of safety management systems.
AEX5: Experience in the development or implementation of quality assurance programs or systems.
AEX6: Experience as a port captain or as an independent surveyor or as a surveyor for classification societies, Protection and Indemnity Clubs (P&I Clubs).
AEX7: Experience in design, construction or repair of commercial vessels or serially produced small vessels.
AEX8: Experience in managing large technical projects.
AEX9: Experience as a superintendent of a vessel.
OPERATIONAL REQUIREMENTS
Must be willing and able to travel and work overtime on short notice.
Must possess of a valid Canadian driver's license.
