Supervises, plans, organizes and co-ordinates work on a number of projects related to the definition, development, deployment and operations of space systems, performed under contract or by CSA engineering and technical support staff.
Serves as Technical Manager on assigned projects with medium to high level of integration and complexity (usually, on a major subsystem level), and leads a matrixed multidisciplinary engineering team assigned to these projects over the life-cycle of the project.
Manages and leads the development and management of system requirements and conceptualises and devises systems architectures to meet these requirements, for assigned projects; determines and recommends to the System Manager technical objectives and priorities for each assigned project; plans and coordinates cost estimating and development planning activities for assigned projects.
Leads and supervises the processes for managing the development, integration, verification and validation of space systems performed by contractors, ensuring that they meet technical objectives. Identifies, assesses and manages technical risks and their impact, develops contingency plans; negotiates technical issues with contractors and devises and recommends solutions to complex technical problems for approval by the System Manager and/or the Project Manager.
Leads and manages the Systems Engineering efforts required for the deployment and operation of space systems, such as supporting the Launch and Early Operations Phase (LEOP), commissioning and routine operations, the resolution of complex system problems and the assessment of system capabilities for specific operations.
For assigned projects or for major subsystems of larger systems, plans and develops the technical aspects of Requests for Proposals (RFP) and Statements of Work (SOW), manages the technical proposal evaluation process and recommends approval of the technical work performed by contractors to ensure that performance, technical, environmental and operations requirements are met; negotiates technical scope changes with the contractor, subject to approval by the Project Manager and the Contract Authority.
Negotiates system requirements, interfaces and architectures with partner space agencies (ex: NASA, ESA) and other stakeholders; establishes and maintains working relationships and co-operative efforts with the project team and contractors.
Represents the Agency at formal reviews with the contractors and international partners, at technical meetings, and working groups relating to specific space projects content and projects requirements.
Provides authoritative technical advice, recommendations and expertise to Mission, Project, Operations, and System Managers, and to colleagues, subordinates, contractors, international partners, Canadian space industry, universities and other stakeholders during the definition, development, deployment and operations phases of space systems.

EDUCATION:
Bachelor’s degree from a recognized university in an engineering discipline relevant to the duties of the position to be staffed, such as but not limited to: Aerospace, Computer, Electrical, Mechanical, Systems, Software.
OR
Eligibility for certification as a professional engineer in Canada with specialization in an engineering specialty relevant to the duties of the position to be staffed.
EXPERIENCE:
At least ten (10) years of experience within the last twenty (20) years in evaluating, analyzing and solving engineering problems and in making recommendations.
At least three (3) years of space systems engineering experience within the last ten (10) years.
At least three (3) years of experience within the last ten (10) years in dealing with technical and/or management staff of contractor firms or other stakeholders.

EDUCATION

EXPERIENCES
Experience in managing functional or matrix personnel in a project, technical or scientific development, or operations environment.
Experience in Systems Engineering of electro-mechanical systems, particularly for systems required to operate in harsh environments.
Experience in a particular type of Satellite Spaceflight Mission (Communications, Earth Observation, Science, etc.) directly relevant to the duties of the position.
Experience in a particular type of Space Exploration Spaceflight Mission (Human spaceflight, Planetary, Astronomy, etc.) directly relevant to the duties of the position.
Experience in two or more of the key Space Mission Life-Cycle phases (Definition, Design, Development, and Operations) directly relevant to the duties of the position.
