The TSB is an independent arm's length agency that reports to Parliament through the President of the Queen's Privy Council for Canada. The TSB has a strong and credible reputation in Canada and around the world.

The uniqueness of the agency is reflected in its size, as a small organization with approximately 220 employees and 5 Board Members, including the Chair. The organization operates in a decentralized manner in 10 locations across Canada, and employees work in a close collaborative fashion. The rail group consists of less than 30 employees located in 8 offices across the country including the head office in Gatineau Québec.

The Transportation Safety Board of Canada (TSB) promotes a culture of employee well-being by supporting flexible work arrangements. These arrangements are put in place on a case by case basis and enable the TSB to develop and sustain a high-performing workforce that advances transportation safety while being flexible, inclusive and barrier-free. The TSB is aiming to expand its candidate pool by leveraging flexible work arrangements, such as but not limited to, teleworking agreements, virtual work agreements, and flexible hours where possible as per the policy on people management.

Intent of the process

The intent of this process is to staff one (1) indeterminate position in Winnipeg, Manitoba.

A pool of qualified candidates may be established and may be used to staff similar positions, with varying tenures in various locations. Individuals who reside outside of the geographic location of our regional offices are encouraged to apply as the use of flexible work arrangements may be considered to enable the successful candidate to work where they live.

In order to be considered, your application must clearly explain how you meet the following (essential qualifications)

EDUCATION:
E1: Secondary School diploma or an acceptable combination of education,training and/or experience.

Degree equivalency

EXPERIENCE:
EX1: Minimum 7 years of experience in the railway industry in the field of railway track and structures inspection, repair and/or maintenance (e.g., track or engineering specialist).

EX2: Experience in the preparation and writing of detailed technical or accident reports*.

*For the screened-in candidates, a sample of these reports may be requested for assessment.

KNOWLEDGE:
K1: Knowledge of the North American railway network including operating practices, equipment types, standards and/or infrastructure characteristics.

K2: Knowledge of the legislative and regulatory framework applicable to rail transportation and/or accident investigations.

ASSET QUALIFICATIONS
EDUCATION:
AE1: University degree from a recognized institution in a field related to the position being filled.
AE2: College diploma / certification from a recognized institution in a field related to the position being filled.

Degree equivalency

EXPERIENCE:
AEX1: Experience in writing technical or accident reports.
AEX2: Experience in working in railway management, regulatory organization or agency.
AEX3: Railway experience in the province of Alberta, Saskatchewan, Manitoba or Northern Ontario

Possess a valid driver’s license in Canada.
Be able and agree to deploy to accident sites where there may be exposure to disagreeable and difficult working conditions and to extreme climatic conditions.
Be able and agree to respond and travel on short notice during and after normal working hours and on statutory holidays.
Be able and agree to travel within Canada and abroad, including travel by car, rail, ship and air.
Willingness to be available on standby, on a rotational basis.
Willingness to undergo TSB required training
