Duties

DESCRIPTION OF KEY RESPONSIBILITIES BY STREAM:
STREAM 1 - CHANGE MANAGEMENT

- Maintain, enhance and promote innovation in ESDCs approach to change management including standards, guidance, tools, templates and training
- Analyze and develop change management strategies and provide recommendations using various methodologies and industry best practices
- Develop and maintain collaborative relationships with internal and external stakeholders, including the development, organization and leadership of events and engagement activities
- Develop organizational change management and communication strategies, plans and tools
- Plan, draft, and execute communications products such as newsletter articles, briefing notes, web communications, operational communications

STREAM 2 - POLICY

- Ensure compliance of project and programme management documents with TBS policy
- Apply Quality Management Standard (QMS) on all project artifact templates guides, standards and other key documents
- Lead Maturity Action Plan response and coordinate completion of audit recommendations.

STREAM 3 - PROJECT MANAGEMENT

- Represent the EPMO with clients leading an approved investment project throughout life cycle
- Advise clients on project management best practices and provide guidance in regards to the ESDC project management processes
- Conduct workshops on stage work and different project management artifacts
- Participate in the maturation of the EPMO

STREAM 4 - PROGRAM MANAGEMENT

Provide subject-matter advice and service offers on programme management to clients, in order to:
- Support clients through the programme lifecycle
- Ensure programmes and composite projects are ready for gateway management, decision making, assurance, tracking and reporting
- Provide more targeted support (e.g. workshops, Sponsor sessions etc.) to clients in areas of programme management, a new concept for the department (e.g. blueprint development)
- Embed programme management best practices in the department and increase the department’s maturity in delivering programmes

Project: An activity or series of activities that has a beginning and an end. A project is required to produce defined outputs and realize specific outcomes in support of a public policy objective, within a clear schedule and resource plan. A project is undertaken within specific time, cost and performance parameters.
Project Management: The systematic planning, organizing and control of allocated resources to accomplish identified project objectives and outcomes. Project management is normally reserved for focused, non-repetitive, time-limited activities with some degree of risk, and for activities beyond the usual scope of program (operational) activities.
Program: A group of related projects and change management activities that together achieve beneficial change for a department.
Program Management: Program management is the coordinated management of projects and change management activities to achieve beneficial change

AED 1: Graduation with a degree from a recognized post-secondary institution with specialization in Project Management or other relevant field

AEX 1: Experience preparing and/or delivering workshops and training sessions
