The intent of this selection process is to create a pool of qualified candidates to be used to staff these positions within the Canadian Coast Guard in the Atlantic Region on an indeterminate, specified period (term), or acting basis.

EDUCATION:
Successful completion of a secondary school diploma or an acceptable combination of education, training and/or experience.
EXPERIENCE:
1. Recent* experience in marine environmental response operations at a tactical level.
2. Recent* experience operating small marine vessels and pollution countermeasures equipment.
3. Recent* experience using the Incident Command System (ICS).
4. Experience preparing reports and technical documents using computer software such as, but not limited to, Microsoft Word, Excel, and Outlook.
5. Experience in at least one of the following:
• Developing and delivering presentations
• Delivering training
• Conducting emergency response exercises
• Responding to marine emergencies in one of the following ICS Sections:
- Operations
- Planning
- Logistics
6. Experience in supervising staff.
7. Experience liaising with external public and/or private partner organizations.
*Recent is defined as Experience acquired on the job within the past 5 years.
ASSET QUALIFICATIONS
1. Graduation with a diploma or degree from a recognized post-secondary institution in a specialization related to the duties of the position.
2. Possession of a Marine Certificate of Competency issued under the Canada Shipping Act, 2001 Marine Personnel Regulations SOR/2007-115 for a Master limited (60 Ton) or higher.
3. Completion of a formal training program in instructional technique.
4. Possession of a valid Radio Operator’s Certificate- Maritime Commercial.
5. Possession of a valid Marine Emergency Duties- A3 Certificate.
6. Possession of a Small Vessel Operator Proficiency (SVOP) certificate.
7. ICS Level 200 Certification or higher.
8. Experience in developing and delivering training programs.
9. Experience in designing, conducting, and evaluating emergency response exercises.
10. Experience in emergency response contingency planning.
11. Experience in inventory and life cycle management of equipment.
12. Experience in budgetary management including managing an operational budget, forecasting financial requirements, and approving expenditures.
13. Experience in managing marine environmental response operations.
14. Experience in supervising staff including the establishment of work plans for field and/or shop personnel.

KNOWLEDGE:
1. Knowledge of response procedures, practices, and equipment used to combat marine oil spills.
2. Knowledge of the Incident Command System (ICS).
3. Knowledge of the National Oil Spill Preparedness and Response Regime, the Canadian Coast Guard (CCG) role and mandate within it, and the laws that govern it.
4. Knowledge of the characteristics and behaviour of hydrocarbons in the marine environment.
5. Knowledge of the roles and responsibilities of supervisors in ensuring the health and safety of subordinate staff as defined in Part II of the Canada Labour Code.

Willing and able to travel on vessels, fixed wing aircraft, and helicopters knowing that such travel may be frequent and occur throughout the year in a variety of weather/sea conditions.
Willing and able to work overtime, on scheduled standby and potentially on weekends as per the applicable collective agreement.
Willing and able to work in a “marine emergency” situation.
Willing and able to work for extended periods on short notice and often in remote locations.
Willing and able to wear the Canadian Coast Guard uniform.
Willing and able to wear CSA approved personal protective equipment related to the job.
Willing and able to work in potentially hazardous and /or adverse conditions such as those found in the marine environment and in remote locations.
