The position will provide services for the development, implementation and maintenance of an integrated approach to risk management, internal audits, health and safety programs, and evaluation of management practices and processes for the Naval Reserve. These services are designed to improve clients' skills in meeting the objectives of the Naval Reserve and are delivered through a series of management studies, focus groups on integrated risk management, sophisticated data analysis, consultation and external auditing for the Naval Reserve.
The Naval Reserve consists of the Headquarters in Quebec City, and 24 Divisions located in key cities across Canada, under the authority of the Commander Maritime Pacific, who in turn is responsible to the Commander of the Royal Canadian Navy. The Naval Reserve is in very close coordination with the Personnel Coordination Centre (PCC Quebec) and Naval Fleet School (NFS Quebec).
The position will be in Quebec City at the Naval Reserve Headquarters (NAVRES HQ). The incumbent will be responsible for the client service results, as indicated above. This will involve working with the 24 Naval Reserve units that are spread across Canada, as well as with key senior staff and departments of the Naval Reserve at the HQ. Work will be conducted in a bilingual atmosphere at the HQ, and in either official language of the units. The incumbent of the position is expected to develop, implement, and maintain an integrated approach to Naval Reserve risk management. They will be responsible for analyzing and developing a risk profile for NAVRES using the Treasury Board’s integrated risk management structure, identifying vulnerable sectors, assessing acceptable levels of risk and exploring possibilities for the organization to either reduce risk or take advantage of opportunities. The incumbent will analyze the degree of risk posed by management practices and processes, and introduce required changes to prevent omissions and overlaps in the integrated approach to risk management. They will also develop, implement, and maintain an integrated approach for the Naval Reserve performance measurement processes. Additionally, they will oversee the planning and conduct of Inspections and internal audits, ensure the preparation of reports and follow-up of proposed corrective actions. Finally, the incumbent will oversee the Naval Reserve Safety and Environment Program (NRSEP). The position will be supervisory, reporting to the Chief of Staff (COS) of the Naval Reserve.
NAVRES HQ is in the historical part of Quebec City, on the waterfront of the Saint Lawrence River. This city is steeped in history and culture, and the architecture and feel of the city is often compared to being in Europe. There are many activities in the summer, such as the Festival d’été de Québec with many music concerts, les Fêtes de la Nouvelle-France. In addition, Montmorency Falls and the Jacques-Cartier Provincial Park are only minutes away. In winter, Quebec becomes a winter wonderland, with many activities including skiing at the famous Mont-Sainte-Anne and Le Massif ski resorts, and of course there is the Quebec Winter Carnival.

Graduation with a degree from a recognized post-secondary institution OR an acceptable combination of education, training, and experience relevant to the position*.

Experience:
Experience in analyzing issues and formulating recommendations for use by senior management
Experience in leading teams and/or complex projects
A minimum of 3 years’ experience in at least two of the following:
i) identifying business / operational priorities;
ii) integrated risk management or assessments;
iii) performance/results measurement plans for programs. *
