The current need is to staff one (1) position on an indeterminate basis.
This selection process may be used to create a pool of qualified candidates to staff similar positions with various linguistic requirements, various security requirements, various Conditions of Employment, various work locations and/or various tenures at the SG-SRE-08 group and level within Health Canada.

EDUCATION:
Graduation with a degree from a recognized post-secondary institution with acceptable specialization in microbiology, chemistry, mechanical engineering, pharmacy, food science, or some other specialty related to the position.
Notes: The courses for the specialization must be acceptable and must have been taken at a recognized post-secondary institution, but not necessarily within a degree program in the required specialization.
EXPERIENCE:
Experience managing the development of policies, guidelines, business process improvements or quality assurance frameworks;
Extensive* experience establishing working relationships with internal and external stakeholders;
Extensive* experience providing authoritative regulatory or technical advice and recommendations to Senior Management** on broad, multifaceted, complex*** issues;
Extensive* experience leading or managing a national regulatory program, project or activities, with particular responsibility for a minimum of two (2) of the following functions:
• Regulatory compliance and enforcement operations
• Issuing authorizations in accordance with a legislative or regulatory framework
• Policy development related to a regulatory program
• Risk management related to a regulatory program
Experience managing financial**** resources.
DEFINITIONS:
*Extensive experience is understood to mean having performed these duties as part of regular work responsibilities for three (3) years in the last five (5) years.
**Senior management means Director level and above.
*** Complex issues include criteria such as: national in scope; having many elements or dimensions; having significant public visibility; featuring significant involvement by partners or stakeholders, financially challenging, media sensitivity, etc
****Financial management means that applicants must demonstrate that they have managed a budget for which they were responsible. This experience encompasses responsibility for financial planning, forecasting and accountability. Candidates must also indicate the size of the budget they directly managed.

EXPERIENCE:
Significant* experience working in a regulatory organization with particular responsibility for compliance and enforcement;
Experience in actively contributing to the development of regulations;
Experience in change management.

In order to manage the number of applications in this selection process, management may use top-down or random selection at various steps in the process to determine the number of candidates who will continue in the process.
