The immediate intent is to fill one (1) position (English essential) on an indeterminate basis. However, a list of partially qualified candidates* will be established and may be used to fill similar positions with various language requirements, tenures and security requirements within the Fisheries and Oceans Canada/Canadian Coast Guard in the National Capital Region.
* By "A pool of partially qualified candidates", it means that the Second Language Evaluation will be assessed at the time of the appointment.

EDUCATION:
• Graduation with a degree from a recognized post-secondary institution in Mechanical Engineering Technology or Naval Architecture Technology or a secondary school diploma with an acceptable combination of education, training and experience.*
* An example of this would be a Royal Canadian Navy Marine Engineering or Naval Constructor Officer or Senior Non-Commissioned Member from the Hull Technician occupation, or a CCG Chief Engineer of a Class C or D vessel.
EXPERIENCE:
• Significant** experience inspecting, monitoring and evaluating vessel construction, refit or life extension work to ensure compliance to contractual terms with regards to hull;
• Significant** experience developing and implementing inspection plans and trials agendas for the construction, refit or life extension of vessels;
• Significant ** and recent*** experience in marine design, construction, repairs, or inspection.
**Significant experience is defined as experience associated with having performed a broad range of related activities, which could normally be acquired over a period of at least three (3) full years.
***Recent experience being within the last five (5) years.
OCCUPATIONAL CERTIFICATION:
• CWB training in welding supervision or inspection; and
• NACE training in coating inspection techniques.
EXPERIENCE:
• Recent*** experience employed in the capacity of design, consulting or specification development related to shipbuilding or ship repair;
• Recent*** experience as a Marine Inspector or Marine Surveyor; and
• Experience consulting with and reporting to senior management regarding a vessel refit or construction.
***Recent meaning within the last five (5) years.
KNOWLEDGE:
• Knowledge of Quality Assurance programs and procedures.

KNOWLEDGE:
• Knowledge of shipyard construction practices and procedures;
• Knowledge of the technical regulatory framework respective to the construction of new Canadian vessels;
• Knowledge of hull inspection techniques and methods used for ship hull and structural construction;
• Knowledge of ship hull and structural welding, welding processes and procedures, and welding best practice; and
• Knowledge of ship’s coating systems, including application procedures and measurement.

OPERATIONAL REQUIREMENTS:
• Willingness and ability to travel within Canada (and abroad), (including travel by car, rail and air).
• Must be able and available go to sea in ships under trial.
• Work overtime on statutory holidays, weekends and evenings as required;
• Work in an industrial/shipyard setting, including but not limited to contractors' facilities, shipyards, dry-docks, on board anchored and moving vessels, etc;
• Must be physically able to frequently (50%-60% of the work day) climb vertical and inclined ladders, crawl into confined spaces, observe machinery spaces, walk on uneven surfaces and work in inclement weather at heights when required;
• Work in all weather conditions at heights, confined spaces, and attend sea trials in large vessels and small boats; and
• Must be in possession of a valid driver’s licence.

ASSESSMENT

Candidates must meet all the essential qualifications to be appointed to a position.
You may be assessed using a variety of assessment tools, such as, but not limited to: standardized tests, written exams, interviews, simulation exercises, reference checks, recent and past performance evaluations, self-assessments, candidate achievement record, etc.
Volume Management strategies may be used. Priority may be given to candidates with specific asset experience.
Please note that your overall conduct and communications, including email correspondence, throughout the entire process may be used in the assessment of qualifications and competencies.
You must provide proof of your education credentials. If you were educated outside of Canada, you must have your certificates and/or diplomas assessed against Canadian education standards. For more information please click on “Degree Equivalency” in the Education section above.
LEAVE/ABSENCES DURING THIS SELECTION PROCESS: It is the responsibility of the candidate to notify the Departmental contact of any pre-approved leave throughout the duration of the process in order to facilitate scheduling of evaluations. One (1) alternate date will be possible only if requested for the following reasons: 1) Medical reasons with doctor’s certificate 2) Death in your immediate family 3) Confirmation of pre-approved travel plans or training plans (made before the advertisement posting date) 4) Religious reasons or 5) Participation in an assessment for another selection process.
Please note that achieving the pass mark on any of the assessments used does not mean you will move forward in the selection process. Management may decide to use a score that is higher than the pass mark on any of the evaluations used throughout the selection process. Management may also decide to use top-down selection at any stage of the process.
Management may choose to invoke an asset(s) at any point of the process.

Official language proficiency could be assessed and required solely upon appointment. Each candidate can only undergo SLE testing one time within the context of an appointment process.
