Public Services and Procurement Canada manages one of the largest and most diverse portfolios of real estate in the country and is the Government of Canada's real property expert. Our Pacific Region extends from the Canada/U.S. border to the Arctic, including British Columbia and the Yukon Territory. Our real property professionals include office accommodation specialists, architects, engineers, technologists, real estate experts and asset and facility managers. Our work in delivering services is equally diverse—it includes construction and repairs to federal correctional facilities, RCMP facilities, research laboratories, border crossings, parks facilities, transportation facilities as well as office fit-up in owned and leased facilities. Providing design management, project management, site inspections, investigations, evaluations and attends site meetings for Correctional Services Canada (CSC) institutions, RCMP facilities and federal government project sites.

As a Discipline Engineer (Mechanical), you will be challenged with:

Managing all aspects of project development and delivery by leading the work of teams in the planning, design, construction, commissioning, and evaluation of assigned mechanical engineering projects of all levels of complexity. Acts as a lead for projects characterized by a medium to large complexity and value to satisfy time, cost, and scope and quality requirements consistent with departmental commitments to the client. Monitors the review and acceptance of service provider and construction work for assigned projects.

Intent of the process

A pool of qualified candidates will be created and may be used to staff similar positions with various tenures (such as permanent, specified period or casual) based in Vancouver within the Department of Public Services and Procurement Canada. Should the selected candidate already be a public servant, the pool could also be used for acting appointments.

Registration as a Professional Engineer within Canada.

Experience as a mechanical engineer for a minimum of ten (10) years.

*Recent and **Significant experience in the field of building mechanical engineering for example, in the analysis, sustainable design, construction administration, site inspection, commissioning and evaluation of mechanical systems related to building engineering specifically HVAC, plumbing, fire protection and controls.

*Recent and **Significant experience in the provision of technical advice for example, to a design team, client or contractor on mechanical systems relating to building engineering, for example, HVAC, plumbing, fire protection and controls.

Experience in project management related to building design and contract administration during construction within a multi-disciplinary project team.

Experience in leading a multi-disciplinary project team.

*Recent experience is defined as in the last five (5) years as a Professional Mechanical Engineer.

**Significant is defined as the depth and breadth of experience normally acquired through design and site inspection work in medium to large complex projects where the value of mechanical constructions is at least two million dollars.

Degree equivalency

KNOWLEDGE:
Knowledge of theories and principles of mechanical and maintenance engineering in building services
Knowledge of sustainability, climate action, greenhouse gas and energy related to building engineering in design and construction
Knowledge of project management related to building design and contract administration during construction
Knowledge of cost estimate preparation and evaluation
Knowledge of codes, provincial and municipal regulations and by-laws related to building engineering

Certification as a professional in leadership in energy and environmental design (LEED).

Experience in the design of LEED certified projects.
Experience in the review and development of standards, guidelines related to building engineering specifically HVAC, plumbing, fire protection and controls.
Experience in technical review of mechanical engineering designs for various types of building constructions for example penitentiaries, security facilities, government offices, laboratories and research facilities.
Experience in selection and monitoring of consultants/sub-consultants and contractors.
Experience with writing and reviewing specifications.
Experience in human resources management including supervision of a minimum of 5 employees.
Experience in ACAD version 12 or later.

Placement of PSPC employees affected by work force adjustment.
Placement of employees subject to current or future reorganization.

Reliability Status security clearance

Ability and willingness, in the future, to undergo and maintain additional security clearance such as, secret and secret enhance, in order to meet government and clients’ needs.
Must maintain registration with the applicable Provincial Engineers Association(s) in Canada where project(s) are performed.
Willingness and ability to travel to and work in and around construction sites including federal correctional institutions and RCMP facilities;
Willingness and ability to wear protective equipment
Willingness and ability to travel frequently by car, boat or small airplane;
Willingness and ability to work overtime
Possession of a valid Driver’s License or personal mobility to the extent normally associated with possession of a valid Driver’s License, within the limits of Treasury Board Policy.
