Duties

As the Bioinformatics Business Systems Manager, you will provide expert advice and analysis to decision-makers on the nature and extent of optimal innovative IM/IT solutions integral to the delivery of the scientific and regulatory programs. You will identify, lead, and manage solutions for capturing and maintaining business, science and regulatory data, and related business intelligence solutions, leveraging your strong change management skills and knowledge of IT project management to advance initiatives across the branch.

Key initiatives you would be involved in:
You will manage a team who provide IT solutions and IT project planning for a diverse range of scientific business needs such as the Chemicals Management Plan and Radiation Safety.

We are looking for an IM/IT leader to expand the success we have seen in the branch to other programs across Health Canada.

Health Canada (HC) is the federal department responsible for helping Canadians maintain and improve their health. Within HC, the Healthy Environments and Consumer Safety Branch (HECSB) is a science and regulatory organization focusing on a broad spectrum of issues critical to Canadians’ health and safety. HECSB activities are directed at safeguarding the health of Canadians through research, policies and regulations that address chemicals, environmental contaminants, and consumer products.

What education do I need?
Graduation with a degree from a recognized post-secondary institution with specialization in natural, physical or applied sciences.

Degree equivalency

What acquired experience do I need?
5-10 years of experience in understanding business needs and delivering data-driven information management solutions that solve client problems in a scientific or regulatory business environment.

What knowledge do I need?
Enterprise systems design & management and IT project management frameworks including Agile methods, data mining and business intelligence tools and techniques.

What abilities do I need?
• Ability to set direction, guide and motivate a cross-functional team, including program staff, scientists, and IT professionals.
• Ability to identify key issues in a complex environment and isolate the root of issues quickly and accurately.
• Strong communication, interpersonal, and negotiation skills, including the capacity to connect with technical and business stakeholders in a compelling way through storytelling.
• Ability to navigate the unique bureaucratic challenges of a public sector environment, and deliver solutions effectively within this context.
• Strong organizational and time management skills to meet deadlines in a fast-paced, changing environment.

The salary range is from $110 113 to $128 939. Please consult the TBS website for upcoming changes to the annual salary range. RELOCATION
The Initial Appointees Relocation Program provides newly appointed employees with the sum of up to five thousand dollars ($5, 000.00).
