Duties

The Director is responsible for key activities related to the Corporate Planning and Procurement Services unit’s portfolio. This includes planning, enterprise risk management, performance measurement, and outcome management as well as providing strategic management and oversight of procurement and contracting activities.

The Office of the Superintendent of Financial Institutions (OSFI) is an independent agency of the Government of Canada, established in 1987 to contribute to the safety and soundness of the Canadian financial system. OSFI supervises and regulates federally registered banks and insurers, trust and loan companies, as well as private pension plans subject to federal oversight.

Intent of the process

The immediate need is to staff one position with a language requirement of bilingual imperative CBC/CBC on an indeterminate basis.

This selection process may be used to establish a pool of partially qualified and/or qualified candidates which could be used to staff similar positions at the Office of the Superintendent of Financial Institutions.

ESSENTIAL EDUCATION
- A university degree with a specialization in commerce, finance, business administration or public administration or another relevant field.

Degree equivalency

ESSENTIAL EXPERIENCE
- Significant* experience in leading the development and implementation of integrated strategic planning frameworks, including planning, enterprise risk management and performance reporting.
- Significant* experience in providing strategic advice, recommendations and briefings to senior level officials** on complex*** matters.
- Significant* experience establishing and maintaining effective partnerships with central agencies and other federal departments and/or working across business lines and establishing strategic partnerships and networks with clients or stakeholders with different interests.
- Recent**** experience at the executive level in managing human resources***** and financial resources******.
- Experience providing oversight on procurement activities.


*Significant is defined in terms of both depth and breadth of experience that is normally acquired by performing the tasks continuously over a minimum period of five (5) years.
**Senior level officials is defined as Director General level and above in the public sector, or Vice President (or equivalent level position) and above in the private sector.
***Complex is defined as the scope and nature involving multiple stakeholders and circumstances where sources of information are absent, rare or conflicting.
****Recent refers to experience acquired in the past five (5) years.
*****Human resources management is defined as applicants clearly demonstrating that they have supervised employees, assigned work, managed and assessed performance for a period of at least three (3) years. Applicants must indicate the number of staff they supervised.
******Financial management is defined as applicants showing evidence of managing and being accountable for a large-scale budget for at least five (5) years and being responsible for sound financial planning, forecasting and reporting. Applicants must indicate the size and scope of the budget for which they were directly accountable.

OSFI's Ottawa location is downtown with easy access to shopping, restaurants, gyms, financial institutions and more. The building is less than a five minute walk from LRT and STO stops.

As a Separate Agency, the Office of the Superintendent of Financial Institutions (OSFI) appoints employees in accordance with the Public Service Employment Act (PSEA). OSFI is named in Schedule V of the Financial Administration Act (FAA) and it offers the same pension and benefits plans as the core Federal Public Service. In addition to this, OSFI employees obtain a minimum of 4 weeks of vacation leave per year, earn a competitive salary, and are eligible for an annual performance bonus.
