The Systems Delivery and Project Portfolio Management (SDPPM) Branch is a directorate of the IM/IT Program, and part of the Specialized Policing Services (SPS) Business line.
A key priority of the SDPPM directorate is to implement innovative policing applications to facilitate collaboration, enhance connectivity, and digital policing systems while aligning to and leveraging existing Government of Canada Digital tools and services with National and International policing partners and clients.

The intent of this anticipatory process is to establish a pool of qualified candidates which may be used to staff similar positions in the IM/IT Program within the RCMP in the National Capital Region on an indeterminate or specified period (including term, acting, or assignment) basis, with various linguistic profiles and various RCMP security clearances.
Should a Civilian Member (CM) be found qualified and selected for appointment, the appointment will not result in a change of status to the Public Service (PS) category for the CM. Information regarding the CM appointment will be sent to all applicable candidates who are within the area of selection and participated in the advertised process.

EDUCATION:
Successful completion of two (2) years of an acceptable post-secondary educational program in computer science, information technology, information management or another specialty relevant to the position to be staffed OR an acceptable combination of education, training and/or experience.
EXPERIENCE:
• *Recent and significant experience identifying, monitoring, researching and resolving complex problems in an IT environment
• *Recent and Significant experience in the delivery of software solutions using a recognized System Development Life Cycle (SDLC) methodology
• *Recent and Significant experience in providing technical advice and recommendations to colleagues, clients and management
• *Recent and Significant experience working collaboratively with multi-disciplinary teams
Definition: * Recent and Significant is defined as the depth, breath and complexity of experience normally associated with full-time performance of various activities related to the duties within the last five (5) years.

EDUCATION:
• Graduation with a degree (baccalaureate or higher level degree) from a recognized post-secondary institution in Computer Science or another field relevant to the position to be staffed.
PROFESSIONAL CERTIFICATION:
• Certification in a discipline relevant to the position, such as; but not limited to: SAP Certification, .NET Certification, Agile or Scrum Certification, Microsoft CRM Certification.
EXPERIENCE:
• Experience in the development of IT standards, best practices, or policies
• Experience in the planning, design, implementation and maintenance of IT Infrastructure
• Experience in implementing or integrating Commercially Off the Shelf (COTS) products/solutions
• Experience using PeopleSoft development tools
• Experience using SAP development tools
• Experience with MS Dynamics CRM, (include tools utilized, such as; XRM Toolkit or FetchXML/Query expression)

OPERATIONAL REQUIREMENTS:

A variety of assessment tools may be used in the assessment of candidates, such as: written test, practical test, situational exercise, oral interview, simulation, presentation, role play, work samples, performance appraisals, reference checks, and/or assessment board member personal/direct knowledge of candidates’ qualifications.
Some assessment tools may be administered electronically, others, in-person. As such
answers to screening question, email or written exam may be used to assess the ability
to communication effectively in writing.
Please note that asset qualifications, top-down and/or random selection may be used to identify which applications will be given further consideration.
Candidates must meet the essential qualifications to be appointed to a position. The essential qualifications that are listed in the statement of merit criteria are mandatory. Applicants may be appointed to the position even though he/she does not meet any or all of the asset qualifications. However, meeting these criteria is desirable and may be a deciding factor in choosing the person to be appointed. In the event that there are as many applicants who meet the essential qualifications as there are vacancies, the manager may decide not to assess some or all of the asset qualifications.
Pass marks will be established for each qualification. However, achieving the pass mark is not a guarantee of an appointment or that candidates will be put through the next stages of the assessment process. A cut-off score or a top-down approach may be used at any step if there is a sufficient number of candidates to meet immediate and anticipated staffing needs.
