For Census Program: as an excluded employee, you will be subject to the majority of the provisions of the Public Service Employment Act with some exceptions. Your employment will be subject to the following:
• You will not be eligible for internal appointment processes or deployments, except for acting appointments and deployments made to positions excluded by the Statistics Canada Census and Survey Related Term Employment Exclusion Approval Order (EAO).
• You will not be eligible for indeterminate status as a result of your employment in the Census program; time spent as an excluded employee will not count towards the three-year term to indeterminate conversion.

• You will be entitled to seven days' notice when your employment ends, should your services no longer be required by reason of lack of work, the end of the census cycle or the transfer of work to other staff.

Duties

Contributes to the development of, and implements communications plans for Indigenous communication projects and activities, such as, regional newsletters to external organizations, presentations about Census and other Statistics Canada data to organizations, organizing and delivering events such as workshops and conferences to promote the use of empirical data for decision-making.

Develops, liaises and nurtures on-going relationships with Indigenous and non-Indigenous organizations and representatives of Indigenous communities to educate and promote Statistics Canada’s programs, data products and services and their importance/benefits. This would also include liaising with other government departments and external clients.

Participates in conferences, meetings, events, gatherings and community visits to support outreach activities and to identify information needs.

Promotes Statistics Canada's Indigenous Liaison Program, which includes delivering workshops which are provided to Indigenous organizations and communities. This includes developing promotional material, disseminating material, and developing communications networks.

Responds to requests/inquiries for information from Indigenous organizations and other contacts.

Work environment

The Indigenous Liaison Program (ILP) serves as a bridge between Statistics Canada and the First Nations, Métis and Inuit communities and Indigenous organizations in Canada. The mandate of the program is to strengthen the lines of communication among the First Nations, Métis, Inuit, and other stakeholders at the national, regional, provincial and community levels. The aim of the program is to promote and advance organizational priorities, enhance existing programs and promote Statistics Canada data and services to the Indigenous community (including building statistical capacity), while promoting the full participation of Indigenous people in Statistics Canada's surveys.

The ILP/CCL serves a crucial role, coordinating statistical activities and collaborating with stakeholders in the analysis and distribution of meaningful statistics. This helps them to make informed decisions on important issues.

Indigenous Liaison Advisors (ILA) and Census Community Liaisons (CCL) are distributed across the country and work in collaboration with each other and with the program specialists within the Centre for Indigenous Statistics and Partnerships at the Agency.

Intent of the process

Current need: The intent of this selection process is to staff Census Community Liaison positions across Canada on a one-year term basis and to also establish a pool of qualified candidates to fill potential vacancies of Indigenous Liaison Advisor positions as they arise.

In addition, a pool of qualified candidates will be established from this process to staff identical or similar positions within Statistics Canada. These positions may be staffed with various tenures (indeterminate, determinate, acting assignments, secondments and deployments) in various locations across Canada.

Degree equivalency

Experience:

Experience working with Indigenous communities or Indigenous organizations in communications and/or liaison outreach programs.

Experience in the use of Microsoft Office applications, including Excel, Word, PowerPoint and Outlook.

Experience preparing and delivering presentations and/or training sessions.

According to Statistics Canada’s Testing Guidelines, assessments cannot be rescheduled except under the following circumstances:

Internal reference contacts are not restricted to the list of names given by the candidate. The Selection Committee reserves the right to contact other references within the federal public service.

Candidates must obtain the required pass mark for each qualification in order to be given further consideration in the selection process.

Depending on the requirements of the position(s) being staffed from this process, for current or future vacancies, any or all of the asset qualifications, operational requirements, and organizational needs may be applied at the time of staffing.
